PERSONNEL BOARD <br /> MEETING OF AUGUST 20, 1984 <br /> MASHPB TOWN HALL <br /> The following members of the Personnel Board were present for tonight'smeeting: <br /> Chairman Robert Sullivan, Manuel Glickman and Carrie Saunders. <br /> Chairman Sullivan convened the meeting- promptly at- 6:00 p.m. <br /> Meeting With Town Accountant & Executive Secretary <br /> Joe Murphy explained to the Personnel Board that the Town Accountant's rola is an <br /> auditing function and that it is her responsibility to cross t's and dot i.'s. He said <br /> that he feels that the Personnel. Board has a lack of awareness of her role. - Joe said <br /> that at times we are too bureaucratic and we have a- erndarncy to bog things down; how- <br /> ever, <br /> o - <br /> ever, it is important that the Personnel. Board touch base 'with the Town Accountant. <br /> Bob Sullivan made reference to the issue. of pay differential for temporary help. He said <br /> that he spoke with. the 'Accountant twic 'on the matter." M ..Personnel Board has made up <br /> their mind to grant the pay differen-tial a they slid not -.hunk it was unlawful and exces- <br /> sive. He asked' here the Board stood on the situation commenting that the Board of <br /> Selectmen and Town Council ruled in their favor. <br /> � t *. <br /> Verne Polka said that Mass. Genffera.l' s and by-laws have final' say and that the Town <br /> Accountant is required to interpret ghat the laws say. she said that she was glad the <br /> situation happened at it opened up ,lines+ of communications' . ,She said that she still <br /> did not agree with the pay differential for the temporary laborer; however that she <br /> would accept Town Council 's decision. <br /> Carrie Saunder commented that the Personnel Board acted upon the recommendation of the <br /> Department ent Head stating that he had a need for truck driving services from the temporary <br /> employee. she said that the Board felt that he should be paid for those services and <br /> that there was no language in the P.A.P. that would prevent the -Board from approving i t. <br /> Toe Murphy-commented that the P.A.P. needs greater~ flexibility for the Personnel Board <br /> as pay differential is clearly spelled out in the union contracts. He said that specific <br /> perimeters should be used in the future if the town hires a temporary laborer; such as, <br /> is -the towrn going to pay the difference between a laborer rate and a truck driver rate. <br /> Board of Health Secretary <br /> With reference to the Board' of Health secretary, Joe Murphy explained that the Board <br /> secretary account is no longer~ available now that they have a full-tune person. He <br /> said that the Board of Health was allowed to use the account, but that the budget would <br /> not last very lona if they continued. Verne said that she would suggest that they use <br /> four hours for the meeting and that the person be -paid at the Board secretary rate. <br /> Town Planner Interviews <br /> The. Personnel Board, along with the assistance of selectman Terry, Dick Dubin and Bill <br /> Hanrahan, conducted interview's for the Town Planner position as follows : Waype L u he in, <br /> Gerard Rid on, Jeffrey O'Connell and Richard Jacobs.
