Board Minutes of February 6 ,, 1984 Page MMA Study memo to the Personnel Board and the Beard of Selectmen dated 1/2 from the Executive Secretary regarding implementation of the MMA Study pertaining to. the upgrading of the Senior Secretary position In the Selectmen ' s office was reviewed . . 'the Executive Secretary is recommending that an article -be inserted in the May special town meeting amending the P. A. P. to omit reference to, the position of Seni-or Secretary and to include sufficient funds for implementation of Administrative Secretary 9sition grade ll step 1 . The Board waE- in agreement with the recom enda:tio.n but felt that the evaluation should be received on the secretary before finalizing their decision . Decision of Grievance The Board of Selectmen - forwarded the decision on a grievance filed by International Brotherhood of Police Officers relat-ive to a copy of memo issued to B. Hendricks regarding sick time . The Personnel Board was asked to destroy their_ copy of the memo . The Board was in agree- ment to do so and asked that the Union Representative be notified that it had been done . Parity for Board of Assessors In a memo from t :e xecut-1ve Secretary dated February 3 . he suggested that the Personnel Board consider discussing their: recommendations of decreas- ing - the ecreas-- ing - the Board of- Assessors salary directly with the Board of Assessors . The Personnel. Board felt that they made their recommendation to the Finance Committee and if the Finance Committee wished to act on their recommendation , 'then. they ,should dis'cuss it with t-he Board of Assessors . Legal Opinion r ; : Personnel files and Executive Sessions letter dated February 1 , 1984 f rom AttornE.,y Reardon relative to dis- closure of contents of personnel files and holding executive sesssions . was reviewed . . A copy was given - tc each member present . Al-so, a newspaper article regarding sub-committees complying with the open meting. l.aw was reviewed . The Board did not feel this applied in th 'ir situati n . Budget Review A copy of the Personnel Board '.s Midget for fiscal 1985 was given to present members . -The secretary explained .that the Finance ommI tee .I I increase for expenses for all departments except Fire ,, Police ,, Hi.ghwa .and School which .should remain constant. { Oil} . The secretary told .the Board that because of the limitation she felt there would not be enough funds to cover annual. physicals .
