Personnel Board <br /> Meeting o ' anuary 23 , 1984 Page <br /> Residency Requirements <br /> With reference to the Personnel Board ' s request to tightening the <br /> fifteen riles r s..dency requirement for public safety officials , <br /> the Selectmen and Personnel, Board' discussed a need for such a re- <br /> quirement . <br /> Nanny commented that there is a need for the residency requirement <br /> for fire o ici -1s particularly during the summer months e pl.aiining <br /> .that he was trying to avoid a crisi's situation . <br /> Dick Terry commented that he could see it for dire oicial.s but not <br /> for police as he wants the best candidate for the job plus they know <br /> their schedule. and can get to work . <br /> After much discussion it was mentioned that emergencies arise in the <br /> winter time with the Highway Department during a snow storm. <br /> Chet Garland did not feel that it was wise doing it through negotia- <br /> tions explaining that you have to give up something in order to get <br /> something . He suggested establishing a by-law , as was- recommended <br /> in Atty. Gilman ' s letter of November l , 1983 kv and stipulating that <br /> it would be effective as of a certa-in date . <br /> Carrie gave a little history o 'how this came about making reference <br /> to the fact that there waE only one call. fireman p unti.L. _ ust, recently. <br /> Discussion was ' made on including a provision in the by-law where a <br /> candidate has a period of time to move . It was agreed that at least <br /> a year ' s time span should be allowed in *order to give a person time <br /> to move . Bob commented that it should be stated that residency is <br /> req -ird when advertising . <br /> Chet Garland wondered if we would be creating a problem ; however , he <br /> said it should be pursued if it was the desire of the Per. sonne,l Board . <br /> Parity for Elected Officials <br /> Bob reviewed the Board ' s recommendations f r increases of the elected <br /> officials , salary. He recapped on the meeting he had with Joe Murphy <br /> and Fred Blythe stating that it was decided that the 'down Cler'k ' s <br /> salary and Treasurer ' s salary should be -higher than what was recommended <br /> by the Personnel Board. He commented that nothing was said about a <br /> retro-active cost of living increase for fiscal. 1983 <br /> Joe Murphy said that the tax rate was set; and the retro-active cost o <br /> living -increase for elected officials can no .longer happen . <br /> Dare commented that the Board also felt that: the Assessors should tape <br /> a reduction in salary . Che't .said -that the Board of selectmen -receive <br /> approximately $8 , 000 , the Board of Assessors receive approximately $9 , 000 <br /> and the Board of Health receive $3 , 000 which` makes no sense to him . <br />
