Personnel Board Meeting <br /> Minutes of October 28, 1985 Page 10 <br /> Anita Tekle replied that average,is one of the factors but with only two towns to compare <br /> 40 to, the average on that particular position is not weighed very heavily. Anita said <br /> that more weight was placed on the internal factors for that position. <br /> Doug Boyd said that the consultants did the best job that they could. He said that he <br /> worked for other towns mentioning that State of Vermont where they. were frightened to <br /> pay someone additional and he said that what is happening here happens in Vermont all <br /> the time. He said that he thinks the town will lose a lot of good people. Selectwoman <br /> Thomas asked if Vermont has a "cap" on them? Doug replied that money does not have to <br /> be turned back into the general fund and that each department is self-supporting. Jean <br /> said that it makes a big difference when you are under,,a control­ofr:what you can spend. <br /> Selectman Hanson said that the consultants should have had a free reign than to begiven <br /> a guideline. Selectwoman Thomas said that she would like to pay every employee what you <br /> feel that they are worth, but you can't do that. Ben Lofchie said that no one gave them <br /> instructions to hold this thing to a certain amount. Selectman Hanson referred to the <br /> statement made earlier in the meeting that they tried to come in with a responsible <br /> amount holding this thing to a certain figure. <br /> Anita Tekle said that there was not a specific figure. They were trying to be fair to the <br /> employees and not give. anyone a pay cut and be fiscally responsible. <br /> Selectman Hanson said that in the same token they did not give anyone a large increase as <br /> to what they felt they would be deserving because it would be too much money. <br /> Anita Tekle said that the Personnel Board did not tie their hands to a dollar figure. <br /> Tom Fudala commented that other town's salaries for Town Planners were low and they are <br /> in the process of readjusting the salaries (as people have resigned) . He said that he <br /> hopes they will be taking that into consideration. Tom said that the market is a national <br /> market in his profession. <br /> He said that he agreed with Deputy Cooper in that his position was not comparable. He <br /> commented that no explanation or justification was given for a lot of statements and the <br /> study left a lot to be desired. <br /> Selectman Hanson asked for a final analysis of the meeting as to what direction they were <br /> planning to go? - <br /> Chairman Sullivan said that they were there to listen and .will sit down on recommendations. <br /> The Personnel Board called for a consultant and they are listening to experts. He said <br /> that they will be doing everything to bring things in line. He mentioned that they were <br /> not looking at the fringe benefits right now. <br /> Anita Tekle said that they do not want to re-interview everyone; however, will look at <br /> other concerns. She said they will not guarantee that they will change everything. They <br /> agreed to meet with the Building Inspector on Thursday, October 31 . <br /> • Chairman Sullivan asked that a memo be sent out to all management employees advising them <br /> that the M.M.A. consultant will be at the Town Hall on October 31 to address any other <br /> written concerns. <br /> Meeting adjourned at 8 :25 p.m. <br /> Respectfully submitted, <br /> Marilyn Farren, Secretary <br />
