PERSONNEL BOAR]
SPECIAL MEETING OF APRIL 19, 1985
MASHPEE 'TOWN HALL
The following members of the Personnel Beard were in attendance at a Special Personnel
Meeting called for the purpose of interviewing for a secretary to the Town Planner
Chairman Robert Sullivan, Manuel Glickman and C. Ben Lofchie.
Chairman Sullivan convened the meeting at 10 :00 a.m. .
Interviews for Administrative Secretary
The Board interviewed two candidates fir the position of administrative secretary alone
with the presence of the Town Planner: Tracie Noll and Shardell Dufour. Typing tests
were given prior to the interviews. Out of nine candidates to be tested, only the two
candidates met with the Board for the following various reasons: three withdrew, one
i accepted another position, one was offered more money with present job, one did not have
qualifications and one candidate could not snake interviews.
The Personnel Board, at the conclusion of the interviews voted t .recommend that. Tracie
Moll be given first consideration for the .position. A background check will be done
prier to sending recommendations to the Beard of Selectmen.-t
Both candidates were informed of the rate of pay for the position of $6.73 per hour; they
were adivsed that union dues would be $9.50 and that a pre-employment physical at their
expense was required prior to employment with town.
- e
Vacation Carry-Over
The Executive Secretary, Joseph Murphy, met with the Board to discuss the vacation clause
in the Personnel Administrative Plan. His concern is that there is no provision that
vacation days can be carried forward. He told. the Board that if he were to take his vaca-
tion days (which he plans to do as he clogs net wish to lose them) he would Leave the last
week of May and be Out of the office until the middle of June. He said that the Police
Department would not have anybody aboard if both the Chief and the Deputy Chiu were to
take their vacation. A brief run-down of other department heads vacation time was out-
lined for the Board.
Reference was made by the Executive Secretary to the 'Town of mher4st' s vacation policy
which requires department heads to take at Least a week's vacation away from the place
and then if they wish not to take additional days, they can have the town buy back vacation
in benefits. Joe said that the Town could offer vision-or dental insurance, etc. possibly
buying it back' in benefits on 50 cents on the dollar and not dollar for dollar.
Ben L fchie asked if it were passible to buy insurance for a one-year policy? Joe said
that there would be a lot of research and paperwork involved. It would call for a lot of
careful consideration and lona-ranee thinking -and that it would not be available for every
town employee, It should be for upper-management level..
Joe told the Board that there would be an art'
placed n the warrant for special town
meeting scheduled for May 20 asking the town to appropriate monies for a consultant. If
the -consultant were #pr ved, they would be asked not Only to review salaries but to- review
the P.A.P. to come up with recommendations dealing with vacation, etc.
