Personnel Board Minutes <br /> Meeting of March 25, 1985 Page <br /> Meeting W Bd. of Selectmen and Executive Secretary, cont. <br /> Selectmen Terry commented that there are articles on the warrant for town meeting <br /> to reclassify and regrade five town positions and that the Treasurer has asked for <br /> reclassification of her position. There are twelve articles on the warrantre- <br /> questing twelve new positions. <br /> Chairman Sullivan. commented that the Board did a lot of work upgrading all the P.A.P. <br /> positions. He asked i f there was any end? <br /> Selectman Thomas said that with the town having approved the position of Assistant <br /> Assessor an6 the new position in the Board o,f Health office, other~ employees feel they <br /> should be compensated also. The Executive Secretary commented that the P.A.P. is <br /> designed for salaries to be reviewed on an annual basis. <br /> Chairman Sullivan- suggested bringing'-in a consultant to review the salaries as the <br /> Board has lost control with people 'riving around so fast. <br /> A quick review of all the articles on the warrant was'made by the Executive Secretary ' <br /> with mention of the proposals to upgrade the Building Inspector, the Administrative <br /> Assistant., the Town Accountant and Assistant) the- Treasurer, and the creation an <br /> Administrative Assistant position in the Police Dpt. , full-time clerical floater <br /> position at the town hall, a '20-hour part-time clerk to the Building Inspector, two <br /> additional Police Officers funded Tan. 1., 1986 ., a Full-Mime custodian, two full-time <br /> firefighters and. a 20-hour position at the Council on Aging. <br /> One of the Board members asked what the Treasurer- increase would be. The Executive <br /> Secretary replied that she is vying for a Grade 24, Step 3. ' The Accountant and the <br /> Collector/Treasurer- are satisfied if they are on ,the same grade level as the Assistant <br /> Assessor. With ref re nce to the Assistant Town Accountant upgrade, the Executive <br /> e.creta y said that he asked the Accountant to provide documentation and she felt her <br /> letter was satisfactory. <br /> With reference to the Building Inspector position, Joe Murphy made a review of the <br /> salaries of the Police Chief, the Fire Chief, the Deputy Police Chief and the current <br /> salary of the Building Inspector. He said that. a Grade 27 is being proposed for the <br /> Building Inspector. . No change in the Assistant salary i.s being made at this time. <br /> Sel. Thomas commented that the Building Inspector,, Doug Boyd, is very knowledgeable <br /> in zoning, tries -to coordinate with all departments, makes a Full commitment to the <br /> town in executing his duties,* has the interest and does a good job.. He has been <br /> attending all meetings of the Board of Appeals, etc. <br /> Caroline Gilligan asked if the title of the job was going to be changed to Building <br /> Commissioner The Selectmen had no knowledge of a proposed change being made to <br /> change the position to -Building Commi ion. <br /> Carri6 Saunders made referenc'e to the gap in salaries between the assistant building <br /> inspector and the proposed. upgrade of building inspector. The Executive Secretary <br /> d <br /> commented that the Building Inspector does -not.rkepo. t to any one l i] e; for instance, <br /> the Bo'ar~d of Health Agent having to report to a throe-member. Board. <br /> Fred Blythe commented that he dries not thinly a building inspector' can keep up with <br /> the growth. The business of the town is to provide services for tax payers. <br />
