12 <br /> Board of Selectmen <br /> Minutes <br /> July 9, 2018 <br /> ADDITIONAL TOPICS <br /> Comments by Town Manager re: Recent Planning Board Issues: <br /> Motion made by Selectman Cotton to place the above referenced topic on the Selectmen's <br /> Agenda. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> For transparency and to clarify recent Planning Board matters taken out of context, Town Manager Rodney C. <br /> Collins made several issues clear. As disclosed and with respect to any proposed article,the Board <br /> of Selectmen have the authority to remove, amend or revise the article unless it is a petition article. <br /> The deadline for articles to be submitted as a placeholder for the October 2018 Town Meeting is July 9, 2018. <br /> The date of September 11, 2018 is earmarked for the Board of Selectmen to finalize the warrant for <br /> publishing purposes. With respect to the issue of discussion regarding the proposed Form Based Code article, <br /> it is recommended the May 2019 Town Meeting be considered as an alternative to avoid hurriedness. <br /> On this matter Town Manager Rodney C. Collins indicated he has met with Town Officials and representatives <br /> from Mashpee Commons Limited Partnership for months. The sessions were held for informational <br /> purposes, and there was never a quorum of a public body. This is an acceptable professional practice and does <br /> not violate the Open Meeting Law. <br /> Town Manager Rodney C. Collins also stated that Mashpee Commons Limited Partnership is <br /> highly praised as great neighbors to the Town of Mashpee and communication about the concepts <br /> and vision has been open. There has been nothing of significance other than a meeting with Town <br /> Counsel to review the process. Town Manager Rodney C. Collins in closing added he is respective of <br /> the role of the Planning Board and he does not intend to keep the Planning Board out of process. <br /> A meeting would be held with Town Counsel and the Town Planner to determine the exact process of <br /> submitting the proposed warrant article by petition, by a Board or by a Department. <br />
