PERSONNEL BOARD <br /> MINUTES OF NOVEMBER 9, 1993 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for the <br /> meeting : Robert Sullivan, Leo Turo, Joseph Dellagala, Marcia Lindsey, <br /> and Schuyler Wires . Also present during the meeting was Robert <br /> Whritenour, Executive Secretary. <br /> The meeting convened at 10 : 05 a. m. <br /> Meeting With Executive Secretary <br /> Bob Whritenour welcomed the new Board members . He said that he is <br /> interested in them having a fresh start in looking at personnel <br /> issues . He commented that he would like to see the Personnel Board <br /> working with the Board of Selectmen and getting involved in figuring <br /> out some of the problems and also looking at how we can serve people <br /> so that the experience is positive . <br /> With reference to the town ' s Personnel Administration Plan, Bob <br /> commented that there are two plans -- one which the previous Board <br /> updated to make it so it was organized better. Bob commented that he <br /> would like to see something done with the draft in terms of adding <br /> some language relative to where positions stand relating to the <br /> different statutes and when terms of appointments expire . For example, <br /> with regard to the Fire Chief position, the town adopted Section 40, <br /> the strong Chief ' s law. He said that the P.A. P. is vague and needs to <br /> be revised . The Fire Chief should be included in the P.A. P. for <br /> benefits and steps . Bob commented that a lot of problems stem from <br /> municipal government in that there are different laws which continue <br /> to be passed . Examples of other positions include the Director of <br /> Assessing ( who is appointed by the Board of Assessors ) and the Health <br /> Agent ( who is appointed by the Board of Health ) . These Boards also <br /> set the salary and by this happening there is no salary structure in <br /> some deparments . Bob commented that he would like to see all these <br /> positions under the P. A. P. and not have individual departments setting <br /> salary grades . <br /> Bob Sullivan commented about the personal service contracts and the <br /> fact that the-Selectmen are currently renegotiating one with the <br /> Deputy Police Chief . Bob Whritenour said that they have had problems <br /> in the past with personal service contracts . The Board of Selectmen <br /> do not want to see personal service contracts and have phased out most <br /> of them. He said that there are situations where a couple are still <br /> existing . The Executive Secretary position which is covered under <br /> Section 108 has to have one . The Deputy Police Chief has one which is <br /> recently being renewed . This is a situation which the Board of <br /> Selectmen debated long and hard . You have a long-term employee who has <br /> always had a personal service contract . <br /> Joe Dellagala commented that he felt it is a question of coordinating <br /> both the Personnel Department and the Board of Selectmen . <br /> Bob Sullivan said that personal service contracts were always a tool <br /> to by-pass the salary schedule . <br />
