PERSONNEL BOARD MEETING PAGE 2 <br /> MINUTES OF NOVEMBER 9 . 1993. cont . <br /> Bob Whritenour said that the Board has to recognize that it is a very <br /> difficult system when you have one Board elected who are the policy <br /> makers of the town . They are compelled to fill the role to the <br /> fullest extent . <br /> Marcia Lindsey asked what part the Personnel Board plays? Bob <br /> commented that he saw the Board as contributory and advisory and that <br /> work has to be delegated from the Board of Selectmen. <br /> Leo Turo said that drawing out certain sections of the P . A. P. would be <br /> an excellent project . He commented that the two prior Board members <br /> Rita and Jane did a fabulous job working on the P. A . P. and other <br /> projects . <br /> Joe Dellagala suggested having two meetings a month for the next three <br /> months in order to get a feel of the problems . Board members agreed <br /> to set the second and fourth Tuesday of each month as their meeting <br /> day at 10 : 00 a. m . <br /> With regard to the budget process, Bob Whritenour said that the town <br /> will be requesting a Human Resource Director which would help <br /> professionalize the Personnel Department . He said that this may be an <br /> area that they need to explore with the Board of Selectmen . Leo Turo <br /> commented that he recommended that they consider getting a profes- <br /> sional person for the Personnel Department . <br /> Bob Whritenour told the members to give him a call and come in to see <br /> him any time if they wished to discuss something . He said that the <br /> Personnel Board has the support of the Selectmen. He suggested <br /> getting on a common tract and getting a clear focus of where they want <br /> to be . <br /> Review of Up-and-Coming Projects <br /> The Personnel Administrator advised the Board members that some of the <br /> projects pending not only include reviewing the language of the P. A . P. <br /> but also looking at the positions classified under the Plan to see if <br /> any changes should be made in terms of upgrading some . Also, the <br /> Board will need to review benefits for the Harbormaster. <br /> Re-Organization of Personnel Board <br /> The Personnel Administrator advised Board members that each year the <br /> Board re-organizes and elects a Chairman and a Clerk to the Board . <br /> She suggested that the Board members discuss this further at their <br /> next meeting . All were in agreement to waiting . <br /> Liaisons <br /> Copies of the Personnel Board liaison sheets were handed out to each <br /> member. The liaisons for the various departments will be updated at a <br /> future meeting . The Personnel Administrator also gave .Board members <br /> liaison sheets for the Board of Selectmen and Finance Committee. <br />
