PERSONNEL BOARD MEETING PAGE 2 MINUTES OF NOVEMBER 9 . 1993. cont . Bob Whritenour said that the Board has to recognize that it is a very difficult system when you have one Board elected who are the policy makers of the town . They are compelled to fill the role to the fullest extent . Marcia Lindsey asked what part the Personnel Board plays? Bob commented that he saw the Board as contributory and advisory and that work has to be delegated from the Board of Selectmen. Leo Turo said that drawing out certain sections of the P . A. P. would be an excellent project . He commented that the two prior Board members Rita and Jane did a fabulous job working on the P. A . P. and other projects . Joe Dellagala suggested having two meetings a month for the next three months in order to get a feel of the problems . Board members agreed to set the second and fourth Tuesday of each month as their meeting day at 10 : 00 a. m . With regard to the budget process, Bob Whritenour said that the town will be requesting a Human Resource Director which would help professionalize the Personnel Department . He said that this may be an area that they need to explore with the Board of Selectmen . Leo Turo commented that he recommended that they consider getting a profes- sional person for the Personnel Department . Bob Whritenour told the members to give him a call and come in to see him any time if they wished to discuss something . He said that the Personnel Board has the support of the Selectmen. He suggested getting on a common tract and getting a clear focus of where they want to be . Review of Up-and-Coming Projects The Personnel Administrator advised the Board members that some of the projects pending not only include reviewing the language of the P. A . P. but also looking at the positions classified under the Plan to see if any changes should be made in terms of upgrading some . Also, the Board will need to review benefits for the Harbormaster. Re-Organization of Personnel Board The Personnel Administrator advised Board members that each year the Board re-organizes and elects a Chairman and a Clerk to the Board . She suggested that the Board members discuss this further at their next meeting . All were in agreement to waiting . Liaisons Copies of the Personnel Board liaison sheets were handed out to each member. The liaisons for the various departments will be updated at a future meeting . The Personnel Administrator also gave .Board members liaison sheets for the Board of Selectmen and Finance Committee.
