.y <br /> PERSONNEL BOARD PAGE TWO <br /> IASIEE TOWN HALL <br /> JANUARY 11, 1996 <br /> Marcia Lindsey had expressed an interest to serve as a member. After a brief discussion, <br /> Ron L. proved to have Marcia L. serve as an alternate. Norma K. seconded the motion. <br /> All were in favor. <br /> Mar yn F. further informed the board that Scott Halligan was recommended by Police <br /> chief Przybylel for hire to the Selectmen for promoti <br /> on for the Dispatch Supervisory <br /> positron.. <br /> Marilyn F. will send a memorandum to the Selectmen with a carbon copy to Bob <br /> Writenhour regarding the Dispatch Supervisor decision made b Chief Prybylek and the <br /> board's non-involvement ent in the total process and the question on the Personnel hoard' <br /> part of a qualified supervisor. This will substantiate why the board made no <br /> recommendations at the time ofthe interview. The board is currently r eviiewing the hiring <br /> process and will soon update procedures and make recommendations. <br /> Report from Employee Assistance Program <br /> Marilyn F. gave a copy to the board of a report on the program for review. Marilyn F. <br /> will reply by sending a letter, thanking them for the report and that the board looks <br /> forward to hearing from them on a quarterly basis. The report was very good and <br /> satisfactory to the board. <br /> Finalize Drug arra Alcohol Polio <br /> Marilyn F. informed the board she had received a letter from Kopelrnan and Paige with <br /> regards to the law of the policy. Marilyn F. requested that the board designate personnel , <br /> to whore Fart I"should be referred to" and in Part II"should be referred to". The board <br /> recommended that it should read in both parts"Personnel Administrator". <br /> The beard recommended to move forward for impact bargaining and that there should be <br /> more"teeth" in this and in the disciplinary measures when tested positive and the impact <br /> the the person tested positive. <br /> Marilyn F. wiff obtain a policy from the Town of Plymouth with the addition of impact <br /> bargaining. The board recommends that in the term above"more teeth" that there should <br /> be a suspension and a possible docking of pay with possible termination. <br /> Develop procedures for Centralized Documentation <br /> The board recommends starting With a letter informing managers of the adoption of the <br /> policy and that the board plans on implementing the policy with thei <br />
