MINUTES <br /> PERSONNEL BOARD <br /> MASHPEE TOWN HALL <br /> February 15 , 1996 <br /> The following board members were present -, Joe Dellagala, Chairman, <br /> Norma. Ku .i.n, Carole Dunniva.n , Marcia Lindsey, Chief Prybyl.e , <br /> Nancy Caffy , Selectmen and Marilyn Farren, Personnel Ad Inistrator <br /> Cha.irma.n. Della.ga.l.a convened the meeting at 9 : 00 . . <br /> MEETING WTTH C T F PRZYBYLEK <br /> The board. and Chief Przybylek discussed at length the previous <br /> interviews for a Full -'dime Public Safety Dispatchere Distributed <br /> for review was a, memorandum from Chief Przybylek to Bob whritenour, <br /> Executive Secretary regarding the interviews and reasons for his <br /> recommendations to the Selectmen. Chief Przybylek discussed with <br /> the board the three candidates , their qualifications and his <br /> position regarding the recommendation, Recommended by Chief <br /> Pr ybylek were Stephen Tippo, first , Allison Taylor-Kelley, second, <br /> and Benjamin Perry, third., . Ris decision was based on all three <br /> candidates equally performing their assigned duties in <br /> satisfactory manner compiled with seniority within the department . <br /> Chairman Dell.aga.l.a inquired if a precedence for seniority was now <br /> being set and Chief Przybylek replied, "not necessarily" . Nancy <br /> a.ffyn discussed that Nen-Standard Part-'dime personnel should not <br /> necessarily be given preferential. treatment and felt that it should <br /> be open to more qualified emp-loyees , so choice would not be limited <br /> to in-house candidates only. Chairman Della.gala, referred to Scott <br /> a.11igan' s recommendation. Chief Przybylek stated, "T 'd have no <br /> heartburn if the Selectmen chose Allison Taylor-Kelley" . Chairman <br /> Dell gala requested Chief Przybylek to provide the board with an <br /> outline on his opinion of the hiring process . Chief Przybylek will <br /> also send a. memorandum to the selectmen with information regarding <br /> the 'gone in three rule" , not having any personal difficulty with <br /> the three candidates presented and training not being an issue . <br /> The board will read and review evaluations of the candidates <br /> presented and send a. memorandum to the Selectmen regarding the <br /> interview process and their recommendations . <br /> Marilyn Farren, Personnel Administrator joined the meeting after <br /> Chl.ef Przybylek departed. Upon arrival she distributed a. letter <br /> from Allison Taylor-Kelley regarding the withdrawal of her <br /> application for the Full-Time Public Safety Dispatcher position. <br /> With the withdrawal of her application the board decided to change <br /> their recommendation to the Selectmen to Benjamin Perry, first and <br /> Stephen Tippo , second. <br />
