MINUTES PERSONNEL BOARD MASHPEE TOWN HALL February 15 , 1996 The following board members were present -, Joe Dellagala, Chairman, Norma. Ku .i.n, Carole Dunniva.n , Marcia Lindsey, Chief Prybyl.e , Nancy Caffy , Selectmen and Marilyn Farren, Personnel Ad Inistrator Cha.irma.n. Della.ga.l.a convened the meeting at 9 : 00 . . MEETING WTTH C T F PRZYBYLEK The board. and Chief Przybylek discussed at length the previous interviews for a Full -'dime Public Safety Dispatchere Distributed for review was a, memorandum from Chief Przybylek to Bob whritenour, Executive Secretary regarding the interviews and reasons for his recommendations to the Selectmen. Chief Przybylek discussed with the board the three candidates , their qualifications and his position regarding the recommendation, Recommended by Chief Pr ybylek were Stephen Tippo, first , Allison Taylor-Kelley, second, and Benjamin Perry, third., . Ris decision was based on all three candidates equally performing their assigned duties in satisfactory manner compiled with seniority within the department . Chairman Dell.aga.l.a inquired if a precedence for seniority was now being set and Chief Przybylek replied, "not necessarily" . Nancy a.ffyn discussed that Nen-Standard Part-'dime personnel should not necessarily be given preferential. treatment and felt that it should be open to more qualified emp-loyees , so choice would not be limited to in-house candidates only. Chairman Della.gala, referred to Scott a.11igan' s recommendation. Chief Przybylek stated, "T 'd have no heartburn if the Selectmen chose Allison Taylor-Kelley" . Chairman Dell gala requested Chief Przybylek to provide the board with an outline on his opinion of the hiring process . Chief Przybylek will also send a. memorandum to the selectmen with information regarding the 'gone in three rule" , not having any personal difficulty with the three candidates presented and training not being an issue . The board will read and review evaluations of the candidates presented and send a. memorandum to the Selectmen regarding the interview process and their recommendations . Marilyn Farren, Personnel Administrator joined the meeting after Chl.ef Przybylek departed. Upon arrival she distributed a. letter from Allison Taylor-Kelley regarding the withdrawal of her application for the Full-Time Public Safety Dispatcher position. With the withdrawal of her application the board decided to change their recommendation to the Selectmen to Benjamin Perry, first and Stephen Tippo , second.
