MASHPEE WATERWAYS COMMISSION
SPECIAL MEETING
5/23/2017
Mashpee waterways Commission May 3 d 2017 Applicant interview minutes
Members present Chairman lien Bates, Don MacDonald,, Al wickel,Tim L.eedharn and Mashpee
Harbormaster Al Turner.
Applicants seen in alphabetical order Perm Ellis and Stephen Mone.
Meeting brought to order by Chairman Ken Bates at 0900. Iden explained the open meeting laws as they
applied to today's meeting, legal and technical format for today's interviews and who we were
expecting.
After a brief discussion on the complexities in dealing with the two applicants, who are friends of the
present members of the Waterways Commission,Tim Leedham requested to be removed from the
consideration process and therefore not be involved in making any recommendation to the BOS due to
his professional dealings with both candidates.Tire cited a number of historical projects that he has
worked on personally with both Perry Ellis and Stephen Mone over the years during their tenures as
Mashpee Harbormasters. our consternation even led us to discuss the possibility of increasing
Commission membership to 8 members. This was not an easy process.
Ken Bates released Tim from the process and both candidates were introduced and questioned on their
desires to join the Mashpee waterway's Commission. Ken read the same questions to both candidates,
1)Are you familiar with the workings of the Waterway's Commission and it's sub-committees?
2)The commission meets on the second Tuesday of each month, do you foresee any reason that might
cause a conflict with your present schedule?
3) Please review with us your reasons of interest in joining the Commission,
Both applicants were considered over-qualified and would contribute considerable knowledge and
experience to the Commission. Perry Ellis being retired and having served many years as Mashpee
Harbormaster and member of the waterways Commission and Stephen's Mone"s experience as
Mashpee Harbormaster and his current position as Scituate Harbormaster were noted by the
Commission.
The Commission voted to recommend to the BOS the selection of Perry Ellis to fill the position vacated
by Bill Taylor. The vote was a split decision, 2 to I in favor of Perry Ellis.
The Meeting was adjourned 100OHours.
Respectfully submitted,
Albert wickel
