s
■
Board of Selectmen Page Three
Regular Meeting
Wednesday, January 79 1987
General Laws is a district legally is forted by whatever boundaries
e choose to identify the di8trict and 't becomes a quasi-government
organization and form that point of vi6w, everyone can be equally
apportioned to take on the repairs - of roads . I made a.ry, resenta.tion.
on December 20 to the Penin ula. Council with a proposal of how the
district might be formed. t -has to be approved by the Town Meet ing
before before anything else - occurs . we would like to pursue this" .
It appears that this right not be able to be accomplished
for the up-coming Town Meeting and that it might be six to nine months
before such a proposed district could be a reality. Wien any actual
work could begin to repair the roads after that point cannot be as-
certained
s-
cert .fined at this time. In the meantio e , mr. Carlson rade the suggestion
that the r-oad be posted as impassable - use at your own risk - from our
end of the road. Mro Burdon said that the Corporation would be agree-
able
.gree-
a.ble to post it as impassable from the other end. The suggestion arose
to block it that section of Shore Drive if it were a ratter of pre-
venting. injury. Ir. Carts on maintained , "It is not our ,road. All I 'm
interested in at this point is tha'._.protection of people in our area
that are going to use that road attempt to use that road that they
either have a, warning or are unable to use it so that nobody gets hurt" .
There is access through -the use of other ro ads . Mrs Carlson said in
answer to a. state tent by Dr'. Elizabeth Petti, 'School buses do not use
that road or they d- not plan to use that road be'cause it is impassable" .
Ainsley Rockwood spoke , Suppose someone were injured on
that .road - it's not posted - and a, suit were taken out, who is re-
sponsible?
e-
sponsibl ` The owner of the road would be responsible , is that right?"..'-
"..'-
Why isn' t it the responsibility o the owner of the road to protect
themselves and keep that road at least in passable condition"'
David Terry, President of the peninsula. Council said , "We
have been talking with Mr, "Burdon, New S eabury Corporationp for several
years about the roads- . We don't have any strong sets against the con-
cept Of a road repair and maintenance district but we have strong
fe,el'ings about it. we have been responsible for repairing and Maintaining
the roads in the six villages of New S eabury for some time . Each lot
owner is assessed a certain number of dollars and each grillage has
representatives who determine the priorities of road repair for their
villages , As a result, the roads in the siX villages of New Seabu y
are in excellent repair right now. It seers illogical to us to be in-
volved, at least at this time i a district which void be a taming -.
organization where all of the road repair priorities are' outside of our
immediate interests so that the liklihood of getting mfr street on a
high priority for repair or Maintenance would be eery low because logic
says that if we fora a district, Shore Road ,, Uncle Pero,'s , Rock Landing
have to have high priority. From our own point of Griew, we lre sitting
