He stated that this article does not involve any <br /> commitment to the Town of Falmouth or to Mr.. Hostetter . He said, <br /> "My biggest concern is that you are asking for authorization for debt <br /> and that there are limited funds available". Mrs . Thomas pointed out <br /> that the article calls for the "borrowing of money from time to time" . <br /> The funding problem and possible ,solutions were discussed -as was the <br /> role of the water District and any possible role of High wood wester <br /> Company. After discussion, Messrs . Hanson and Lawrence - declined <br /> approval to include this article on the warrant. <br /> The proposed P-1 water system, a./ /a. WC-2 was discussed. <br /> Ir. Murphy recommended that this be inserted after substantial modif-i- <br /> ca.tion takes place* He said,, 'All reference to over-ride of Proposition <br /> 2 would be excluded, This article would appear after the Water District <br /> article, If the water District article fails , I would recommend that <br /> this one be indefinitely postoned. If the water Distract passes , <br /> this would be included, in the new languagep The 'yup front" money <br /> would conte from a. donation that would ' be made prior to the Town Meeting <br /> ear-marked specifically for the -Town. of Mashpcc or a successor Water <br /> District to be used in a water supply and distribution system. The <br /> whole article would be subject to passage by the Town of Falmouth of <br /> approval to allow this sub-division (Winslow Heights to enter into <br /> the Town of Falmouth's- water distribution system" . Mrs Murphy r noted <br /> that Sa tuit woods Realty Trust is doing business as Winslow Heights . <br /> It was unanimously agreed to include this article on :the warrant with <br /> the recommended ended modifications . Mrs .. Thomas will have further dis- <br /> cussion with the Torn of Falmouth on Thursday, February 12, 1987 after <br /> which a, final draft will be written <br /> Board of Health article which would amend a, section of <br /> the Zoning By-law mu t be further reviewed by Town Counsel. After <br /> review and any necessary modifications ,, deletions axed/or additions , <br /> it was unanimously decided by the Selectmen that this Article will be <br /> included on the warrant for a Special Zoning Article Meeting. <br /> Selectman Lawrence made motion for the Town to hold a, <br /> Special Meeting on May 11, 1987 for, the specific purpose of dealing <br /> with zoning articles as indicated. These articles are those that have <br /> been deferred from the March 23 , 1987 Meeting, eight articles submitted <br /> by the Town Planner, one article submitted by the Board of Health, one <br /> submitted from the Board of Appeals and- the Building Tnspectorg and <br /> other zoning articles that may have been submitted for the Annual Town <br /> Meeting. Mrs. Thomas seconded the motion. The vote was unanimous,, <br /> Mr. Murphy.--. stated that there will be approximately twent ,two articles . <br /> Ir. Lawrence moved that all articles for this w'arr'ant be <br /> closed. Mrs ,. Tho tas seconded the motion. The vote was unanimous , <br /> The Board agreed to defer discussion on the Nadzeika sub- <br /> division Frith. the Building Inspector to the Administrative Meeting <br /> scheduled for 10: 00 .
