Termination�a.tion of Waterways Special Police Hearina. <br /> Deputy Chief of Police Maurice Cooper appeared for the police <br /> Department for this hearing and stated, as is also set forth in <br /> a letter dated Tune 16 , 19 from the Chief of Police to Waterways <br /> Special Police officers Donald Ijund and Ed Govoni, that due to <br /> fiscal restraints in the Police Department budget, wages for water- <br /> ways patrol; expense monies for wa.terw4ys patrol-enforcement opera- <br /> tions ; and monies for mandatory training of Special P lice and <br /> Waterways Police have been eliminated from the Police Department <br /> budget by the office of the Chief of POliceo Deputy chief Cooper <br /> stated that this hearing is required by Statute being MGL Chapter 41, <br /> Section 9 7A Noting that he speaks .for the, - ief,_ of ?o1ic. ., h-imse14 �.. <br /> and other members of the Police Department Deputy Chief cooper said, <br /> "On behalf of the citizens of the Town of Mashpee , thank you for your <br /> civic mindedam.ess and dedication t o duty as pu'b l i c..-' e wants" . . <br /> Mr. Goy o i and Mro hand were present for this hearing and both ob- <br /> jected to the elim n .t-ion of ate-rways 4..P -lic- ' :fi*.,c,.e-r~s,* Deputy chief <br /> Cooper explained that the Police Department ha.s had difficulty in <br /> the past gree or four years with funding waterways Police . He sliid <br /> that with an additional budget cut in the wage account and expense <br /> account of $110,000.00. the Department cannot provide the additional <br /> training that these officers should have , provide some kind of comp- <br /> ensation for their time and the use of their boat, provide overtime <br /> pay forthe instructors who would be giving the training. Instructors <br /> are police officers . Deputy chief Cooper said , "In, the last year o <br /> two , Counsel has told us that private boats should not be utilized <br /> for any type of law enforcement work because it presents a liability <br /> to the Town" . A cadre of men from the police Department would be <br /> needed for instructors . He said , "'State law requires more and more <br /> training as time .goes on and we just can't provide It". Deputy Chief <br /> Cooper noted that the Department cannot provide back-up for these <br /> special officers who are , in most cases , un-armed. He said, "I don' t <br /> know how we would get out there if there was an extreme emergency <br /> where they needed assistance with enforcing the law" ,, He noted that <br /> there is no means of communication with waterways police working out <br /> on John' s Pond. Mr. Gottlieb commented,, "We -send out all the Assis- <br /> tant Harbormasters out without a, back-up and there doesn' t seem to <br /> be too much of a problem. . .nor with communication".
