IL <br /> BOARD of SELECTMEN <br /> Regular Meeting <br /> December 1, 1987 <br /> Board members present : B. Jean Thomas, Chairman; Peter Lawrence, <br /> Andrew Gottlieb, Jeremy Carter . filo attending were : William Jones, <br /> Judith Mills, Diane Rommelmeyer, Thomas Eudala, and Joseph Murphy, <br /> Executive Secretary. <br /> Mrs . Thomas convened the meeting at 8 a.m. <br /> The memorandum of Selectman Gottlieb dated November 2 , 1987, <br /> relative to water issues . In discussing the Town ' s relationship <br /> with the Nater Districtr the Board voted on a motion of Mr . Gottlieb <br /> (seconded by Mr . Carter) to adopt a policy of supporting the Mashpee <br /> Water District and providing assistance to help itself get into a <br /> position of assuring the assets and liabilities of the water- <br /> distribution systems in a timely and fiscally prudent fashion. This <br /> was unanimously adopted by the Board. <br /> There was discussion relative to issues of financing and general <br /> concensus of a need for enabling legislation that would allow for <br /> long--term financing of the grater projects . <br /> Mrs . Thomas raised the issue of the ground water protection mora- <br /> torium. The moratorium expires in August 1988, Mrs . Thomas noted, <br /> asking the question whether it should be allowed to expire or should <br /> there be a continuation. Mr. Gottlieb felt that the Town has taken <br /> care of the -1, T-4, and santuit Pond well sites, but would have <br /> to look at the zoning snap and moratorium area. Mr . Manson felt that <br /> something should be drafted to address moratoria for those areas where <br /> there is any question. Mr . Fudala suggested, however , that it would <br /> be difficult to justify further moratoria if the Town was not going to <br /> be in the land acquisition process. <br /> Mr. Gottlieb suggested, and it was generally agreed, that the Town <br /> should develop this position relative to the assets and liabilities of <br /> being transferred to the District. The position was that the Water <br /> Commissioners would be the Town agency that would put together such a <br /> transition plan for presentation to the Selectmen and subsequent pre- <br /> sentation to the District Commissioners for their consideration and <br /> input. In discussing a potential acquisition of High Wood Water <br /> Company, it was the position of selectmen that Mr . Hanson, <br /> Mr. Gottlieb, and a District Commissioner should negotiate with the <br /> High Wood Nater Company. Further, it was felt that an article should <br /> be prepared for an appraisal and any additional assistance . The issue <br /> of the article was going to be discussed further by the Water Commis- <br /> Sion and then brought back to the Board of selectmen for its action. <br /> 4 <br />
