All were in favor-. <br /> . The Board agreed to continue the matter of a complaint of <br /> ,dunked car in John's Pond Estates until next week's <br /> meeting. The letter of complaint received from Mr. & Mrs. <br /> Ralph Freathy was forwarded to Chief Frye for <br /> investigation. <br /> . Mr. Carter moved to adopt Department Rule5, Procedures for <br /> Promotion to Rank of Sergeant, Performance Appraisal System <br /> for Police Sergeants and Regular Eull --Time Police Officers <br /> as submitted by the Police Department. Mr. Manson seconded <br /> the motion, .
