BOARD OF SELECTMEN Page <br />MINUTES <br />TUESDA , JANUARY 159 1991 <br />Workman Compensation Accoun <br />It is the consensus of the Board that there is little control <br />over this account, <br />Street Li ht - ing Account; <br />t is the consensus of the Board that there is little control <br />over this account. <br />Falmouth High School Tuition Account <br />The Finance Committee and Selectmen agree the seven steps <br />outlined in the deficit summary should be used as a guideline <br />when estimating th.0 amount for Falmouth -tuition. <br />.Dr. eIoura. and Jim cner reported they dial not view the <br />recommendations from the Finance Committee prior to the meeting. <br />They made note of the report in the local paper concerning the seven <br />recommendations. They have asked to be informed of such notices <br />prior to their report in the paper. <br />Selectman Jacobson agrees with the recommendations and Feels <br />these -steps should normally be followed when considering enrollment <br />estimations, <br />Recommendations From the FinanceCommittee: <br />Suggestions for the Board of Selectmen to consider include; <br />instituting a wage freeze effective the payroll of 6/30/9 .. There <br />would be no step increases and cost of living increases, All unions <br />and employee groups would have to agree on this factor. This would <br />bring a. potential savings of $285,000 to $300,000 in revenue. <br />The Finance Committee also favors the increase in mooring fees. <br />They have recommended the beach fees be increased by $5.00a itl the <br />impact of the two, it would bring in $24,000 additional revenue to <br />the T own . <br />With the Board of selectmen's approval, the Finance Committee <br />also would recommend to the Board of Health that the fees for the <br />la. dfill transfer station be increased from $30.00 to $45,00, This <br />would bring an additional $48,000 in revenue, <br />If these increases and gage freezes would be agreeable states <br />. va.ccaro it would help to defray the $500,000 without having a <br />dramatic -effect. <br />Selectman Gottlieb questioned if it constituted bad faith to <br />recommend a budget that does not provide sufficient funds to meet the <br />contractual obligations. Town Counsel replied that negotiations could <br />be reopened with the labor union by consent. This would have to be <br />bi-lateral agreement of both parties. Selectman Gottlieb also pointed <br />out that several of the Town # s major unions are operating without a. <br />contract, <br />Kevin. Harrington feels it is a valid option although the wage <br />freeze is not the entire answer, it will lessen the impact. <br />.10 <br />
