BOARD OF SL MN Page 7 <br /> MINUTES <br /> TUESDAY, APRIL 169 1991 <br /> National Association of Insurance Women' s geek <br /> The motion was made by Selectman Lawrence to proclaim May 19, 1991 <br /> through May 25, 1991 as National Association of Insurance Women' s Week. <br /> The motion was seconded by Selectman Hanson. The vote of the <br /> Board is unanimous, The vote is 3-00 <br /> Cape Cod Commission: <br /> Selectman Carter rade note of the recent actions of the Cape Cod <br /> Commission that have hurt the Town of I ashpee. He asks the Board of <br /> their view on the Commission. <br /> There are three town' s on Cape C o d petitioning to be exempt from <br /> the Commission, <br /> Selectman Manson would lake the buck to stop at this office, He <br /> would like the Board of Selectmen to be briefed to decide if it should <br /> go the Commission, Alot of .issues may be resolved by the determination <br /> of the Board. I t may also help to relieve the frustration in the Town. <br /> Kevin Harrington asked of the process to withdraw from the Commission? <br /> It i advised by Town Counsel it would require an act in the genera. <br /> court for authorization. Town Meeting could authorize the Board o <br /> Selectmen to file a. home rule petition asking the court to withdraw from <br /> the Cape 10,..od Commission. A letter could also be sent to the Governor, <br /> but a. home rule petition may have greater weight in court. <br /> Selectman Lawrence feels the point is making it work fairly for <br /> everyone. It should be reviewed closely and carefully of those involved <br /> and make the changes within the system. <br /> The way it was set up creates an atmosphere of unfairness states <br /> Town Counsel. The act itself when it passed was not understood by <br /> many people. Probably less than 2%. The problem areas should be modifi d. <br /> With concerns towards Little Fiver Boatyard, the Board of Appeals <br /> was required by law to ging it to the Commission, The Commission did <br /> not want the case, but could not refuse the issue even though it did <br /> not blong there. <br /> Selectman Carter has suggested Mr. Harrington schedule a. meeting <br /> with Mr. Halachis on this concern, He would like steps taken to am end <br /> r correct the language to benefit the 'down. <br /> "down Counsel agrees, the Town' s on the Cape should get together <br /> with each representative From the Commission for discussion. A change <br /> -ithin. the Comrission may expidite matters* <br /> rnm erg <br /> Being no further business to discuss, the motion was made by <br /> Selectman Lawrence to adjourn the meeting at 8: 20 p.m. The motion was <br /> seconded by Selectman Hanson. The vote of the Board is unanimous to <br /> adjourn the meeting. <br /> The Board will go into Executive Session to discuss two aspects <br /> of Colleative Bargaining and Litigation.
