s BOARD OF SELECTMEN MINUTES MONDAY SE TES IBER 169 1991 Present: Selectman Jacobson, Selectman Hanson, Selectman Lawrence, Selectman Caffyn M Executive Secretary Kevin J. Harrington Assistant Town Counsel Leslie horse Guests: Over fifty Mashpee residents including Tony Gallo, Paul. `inn, Jim Vaccaro, Dr. Deli dura, Elizabeth Petti, Dean Driscoll, David Bailey, Denise Sullivan, Diane I om elr ever, Joyce Mason, Paul Ott The Meeting was Called to Order by Chairman Jacobson at 7102 p.m. The motion was rade by Selectman Lawrence to approve the minutes f September 3, 1991. The motion was seconded by Selectman Caffyn. Selectman HansDn asked that the minutes be clarified to reflect on page six last paragraph under the Cape Cod Commission Application Appointments. He questions it is the consensus of the Board to rake the appointment next week for the Cape Cod Commission Representative to Mashpee if that is how the meeting ended. At that point, it was the consensus suggested Selectman Jacobson. It was later in the meeting that Selectman Gottlieb indicated he would not be present for the appointment. There is no quote or vote taken, Selectman Caffyn suggests the minutes be clarified since it is a. sensitive issue. It is the consensus of the Board for the tape to be viewed for clarification purposes. The motion was made by Selectman CafTyn to approve the minute of September 9, 1991. The motion was seconded by Selectman Hanson. The vote of the Board is unanimous. The vote is -o. Selectman Jacobson gave a brief introduction to the residents of lashpee to assure the people of Mashpee that the Board of Selectmen is present to conduct the business of the Town. She doesn' t anticipate any problem. It was noted by Selectman Jacobson that tickets are available for the Senior Citizen' s fundraiser. for furniture for the Senior Citizen Center, PUBLIC DISCUSSION : None at this time, OLD BUSINESS: Review and Execution of the October Town Meeting Warrant: Selectman Jacobson made rote the Wa.r'rant Articles for review should be dated September 13, 1991 since charges have been made. Article 1: This article seeks to transfer money from revenue available to eliminate the EY 90 oerlay deficit. This is required so the FY 92 budget can be balanced The deficit is a.pproximatel $220, 000 reports Nor. Harrington, The intent is to transfer funds from revenue available for appropriation to balance the budget. The sure is approximately $123, 000. Mr. Vaccaro noted that this will take care of the FY 90 overlay deficit as of 6/30/91* There is approximately $220y000 in deficit to be taken care of between now and October for FY 93.
