BOARS} OF SELECTMEN 'age 12 <br /> MINUTES <br /> MONDAY, SEPTEMBER 30P1991 <br /> Discussion Relative to Building Inspector Appointment: <br /> Selectman Caffyn also notes according to' the Town of Mashpee <br /> bylaw, Article v Executive Secretary shall assure all provisions af <br /> state 1-a: s-%,, the bylaws, votes of Town Meeting, votes of the Selectmen <br /> and other town agencies be enforced by hire. <br /> Being lia. on to the Building Inspector, Selectman Ca.ffyn was <br /> not contacted in regard to lir. Board. Selectman Gaffyn has asked <br /> Attorney Reardon to review and interpret this process. <br /> There are state laws to uphold and there are concerns with the <br /> citation process and issue of permits, To appoint on September 25, <br /> 1991 vs. July 1, 19911P is it legal asks Selectman affyn` <br /> Any lia.son should be brought in on appointment - time states <br /> Selectman Gaff`yn. if the Board of Selectmen are 'not appointing <br /> the Building Inspector, we should change our bylaw. <br /> Selectman Hansom would like the information to be interpreted <br /> by Town Counsel and then place on the agenda for discussion of the <br /> Board. Selectman Jacobson would also like an explanation of the lag- <br /> time <br /> .ag- <br /> time in appointment,. She suggests to place this on the agenda for t' <br /> the 15th or 28th of October. <br /> Policy _ Supporting Individual Members Rights To Fully_ Practice <br /> Their Reli ious Beliefs: <br /> Selectman Caffyn Feels this a.ccomoda.tion should not cause difficulty <br /> with the government and would like to pass this on as a, policy. <br /> There should be an exception for an emergency purpose states <br /> Selectman Hanson. We should have some relief for a major storm. <br /> The motion was made by Selectman Caffyn that the Board of Select- <br /> men will defer at the request of any individual member of the Board <br /> to reschedule their meeting to an appropriate time not to conflict <br /> with the r ligi us commitments of any member, Request for such consider- <br /> ation should be in writing 7 days before any scheduled meeting. <br /> Selectman Jacobson suggests to add a. clause that emergency meetings <br /> will be an exception. The r otiDn was seconded by Selectman Hanson, <br /> The vote of the Board is unanimous; The vote is 3-o. <br /> Selectman Jacobson recommends to write this in a. form as a policy <br /> and distribute, <br /> Draft Flea Market Guidelines <br /> Ir. Harrington noted this has been sent to six departments for <br /> review with the deadline date ,of October 15, 1991, We will act on it <br /> after comment is recieved, <br /> Letter from Water Commissioner re: Hydrant Polims <br /> Selectman Jacobson made note the Water District now shares the <br /> sane tax basis as the Town and will not be charging for hydrant fees <br /> which will result in a savings of $16, 600 t the Town, <br /> Adjournment:, <br /> Being no further business for discussion, the motion was made b <br /> Selectman Hanson to adjourn the Meeting at 9: 22 p.m. The motion was <br /> seconded by Selectman Caffyn, The vote is unanimous. The vote is 3-o. <br />
