BOARD OF SELECTMEN Page <br /> MINUTES <br /> MONDAY, NOVEMBER , 1991 - --- -- - <br /> Tinkham re: Appointment as Constable <br /> Mr. Tinkham feels his request could of been made in July if <br /> it had not been misplaced.. Where was miscommunication and 4 long <br /> wait after his request. He was also informed by a secretary that <br /> his appointment was to he rade . He has asked the Board for re- <br /> consideration to his appointment . <br /> Selectman Jacobson - asks Mr, Tinkham why Mashpee when he resides <br /> in Middleboro. Mr. Tinkham replys he is trying to expand his business . <br /> He is appointed in Wareham and Bourne and would like to expand -his <br /> business to the Lipper Cape. He processess primarily fo.r the Wareham <br /> Court . <br /> When asked by Seletman Jacobson .how many services in Mashpee he <br /> would perform in one month, Mr. Tinkham replied approximately 10-15 . <br /> We have tern Constables presently reports Mr. Harrington. The Board can. <br /> appoint as many or as few as they desire ncssary. <br /> Selectman Lawrence is concerned with the process Mr. Tinkham has <br /> gone through for this appointment. Mr . Harrington reports less than <br /> three Constables service the court. Five Constables are members <br /> the Police Department and are restricted . <br /> Selectman Jacobson has recommended to appoint Mr. Tinkham. as <br /> Constable to service Mashpee. He is a full time business coning into <br /> Town and will process primarily for the Wareham Court . <br /> The motion was made by Selectman Caffyn to appoint Mr. Bussell <br /> F. Tinkham, Jr. as a Constable to the Town of Mashpee . The notion <br /> was seconded by Selectman Hanson. The vote is favorable. The vote i <br /> --l . Selectman Lawrence is in opposition. .. <br /> The motion is to be ammended states Selectman Caffyn to include <br /> the expiration date of Jure 31 , 1992 . The ammended motion. is seconded <br /> by Selectman Manson. The vote is favorable, The vote i -1 . elect- <br /> an Lawrence is in opposit-ion. <br /> Selectman Jacobson apologizes for the confusion to Mr . -Tinkham ' s <br /> earlier request. <br /> 7 : . . Water District Commissioners re: National _Guard Bureau: <br /> Attorney Henchy was present to recommend the Board execute <br /> their portion of the agreemen-t with the National Guard Bureau, The <br /> Nater District will thea execute their portion when they meet and the <br /> agreement will thea be forwarded to Washington. <br /> Town Counsel is concerned with the use of Mashpee in the agree- <br /> ment instead of the Vater District , The Town is not a party to the <br /> agreement . <br /> Attorney Henchy informed the Board that the charges have been <br /> indicated to Mr. Watson, but typo ' s still exist. on his word processor. <br /> We go over the changes on the telephone and Mr. Watson is in agreement <br /> although approximately rd ' s of the changes that I have asked for <br /> do not appear states Mr. Henchy. <br /> Attorney Henchy noted the Commissioners have borrowed money and <br /> are paying interest as this continues to go on. <br /> The Board is in agreement there are specific areas with the <br /> wording of the contract that are not desirable, Mr. He has been <br /> instructed to make the corrections 'before the Board goes forward with <br /> the execution of the coat ract . <br />
