Harrington <br /> Guests : Al Polsi , Deidr'e Gree ish, Bill Jones, George Costar, <br /> Tony Gallo, Jim Vaccaro, John Ferriday, Denise Sullivan, <br /> Catherine Conroy, Paul Ott - <br /> The Meeting ,was. Called to Order by Chairman Jacobson at : 00 p.m. <br /> APPROVAL OF MINUTES <br /> The motion was made by Selectman Lawrence to approve -the minutes <br /> of October 29 , 1991 Regular and Executive Sessions. The motion was <br /> seconded by Selectman Caffn. The vote of the Board is unanimous to <br /> approve the past minutes. The vote i -o. <br /> The motion was made by Selectman Lawrence to approve the minutes <br /> f November 4, 1991 Regular and Executive Sessions . The motion was <br /> seconded by Selectman Ca f f yn. The vote of the Board is unanimous to <br /> approve the past minutes . The vote is 4-0 . <br /> PUBLIC DISCUSSION: <br /> Bill Jones , Chairman of the School Building Committee spoke of <br /> the current analysis being cone of the various, options to cope with <br /> the prevailing school situation. The analysis should be completed <br /> in a few months , The School Building Commi ttee----woij1d like to meet <br /> with the Selectmen to discuss the various options . <br /> There appears to be an opportunity to save money with careful <br /> coordination suggests Mr. Jones , The Committee is also viewing the <br /> possible use of temporary buildings . <br /> Mr . Jones motes the Committee would like to be of assistance <br /> to the Town to coordinate efforts in housing. <br /> With regards to the Town Hall space needs , Selectman Jacobson <br /> informed Mr, Jones there is a scheduled Meeting for further discussion. <br /> She is supportive for discussion of the various groups in a combined <br /> effort . <br /> Deidre Greeli h is concerned with the encumbrance figure in the <br /> DPW expense line item budget . The encumbrance figure is $18 ,000 . <br /> She asks what the 'encumbrance is to pay for? <br /> It is not that unusual to have an encumbrance figure states <br /> Mr . Harrington. He does not know what the exact purpose is for the <br /> $18 ,000 . <br /> With this being a large amount of money, Mrs . -Greelish is concerned <br /> to know if these are purchase orders or contracts . Encumbrance i <br /> for a project and an article is required to set aside funds . <br /> Selectman Jacobson reports the encumbrance figure of the DPW <br /> i $18 , 138 .61 . To date, $4 , 851 . 21 has been paid out of that account . <br /> Selectman Lawrence recommends Mr. Harrington review the encum- <br /> brances of all departments and report to the Board . Mr. Harrington <br /> will return with the information on Monday, November 18 , 1991 . This <br /> is the next scheduled meeting of the Board . <br />
