r BOARD OF SELECTMEN Page 5 MINUTES TUESDAY, FEBRUARY 18, 1992 • COMMUNICATION2'AND CORRESPONDENCE: None at this time. EXECUTIVE SECRETARY WEEKLY REPORT: The articles for the Special Town Meeting in May are due by March 2 , 1992 relates Mr. Harrington. The School Department ' s effort to obtain additional funding was not recieved due to the limited amount of state money indicates Mr. Harrington. A meeting is scheduled for Monday, February 24, 1992 at 4 :00 p.m. at the Middle School with regards to the managed health care program. The Cape Cod Municipal Health Group and Pilgrim Health Care represent- atives will be present to present the program to the Selectmen that will be offered to their employee ' s. Alternate dates are contained in the letter the Board will be receiving. OLD BUSINESS : 8 : 35 p.m. Discussion relative to Special Town Meeting/Special Election: The Special Town Meeting has been set for Monday, March 16 , 1992 relates Selectman Jacobson. Two articles are included on the warrant . One contains the article for the fifteen classroom addition to the Middle School and the other is an article to fund an outstanding labor contract with the Fire Department employee ' s . Since we haven 't approved the contract, Selectman Vaccaro suggests that this may be premature to place this article on the warrant. He suggests to place the article on the warrant in the May Special Town Meeting. Selectman Mills indicates she has not seen the contract . She asks if the Board can speak against it when .it is on the warrant? If the designated agent bargained with the Union and reached a ten- tative agreement, the Board of Selectmen are obliged to go forward and seek approval indicates Town Counsel . They cannot oppose it . ****The motion was made by Selectman Vaccaro to remove the article on the Fire Department labor contract from the March 16, 1992 Warrant . The motion was seconded by Selectman Mills . The vote is unanimous. The vote is 3-0. Selectman Caffyn abstained from voting. Selectman Mills indicated that the point was made at the last meeting of the Board that we could oppose the contract on Town Meeting floor. She did not know the Board could not do so. It was indicated the Finance Committee made a motion that passed with their committe.e. to change the date of the Special Town Meeting. *The motion—w s„made by Deidre Greelish to recommend the Board of Selectmen change the Special Town Meeting to the night of the Annual Town Meeting in May. The motion was seconded by Ed Baker. The vote carried.
