r <br /> BOARD OF SELECTMEN Page 5 <br /> MINUTES <br /> TUESDAY, FEBRUARY 18, 1992 <br /> • COMMUNICATION2'AND CORRESPONDENCE: <br /> None at this time. <br /> EXECUTIVE SECRETARY WEEKLY REPORT: <br /> The articles for the Special Town Meeting in May are due by <br /> March 2 , 1992 relates Mr. Harrington. <br /> The School Department ' s effort to obtain additional funding <br /> was not recieved due to the limited amount of state money indicates <br /> Mr. Harrington. <br /> A meeting is scheduled for Monday, February 24, 1992 at 4 :00 p.m. <br /> at the Middle School with regards to the managed health care program. <br /> The Cape Cod Municipal Health Group and Pilgrim Health Care represent- <br /> atives will be present to present the program to the Selectmen that will <br /> be offered to their employee ' s. Alternate dates are contained in the <br /> letter the Board will be receiving. <br /> OLD BUSINESS : <br /> 8 : 35 p.m. Discussion relative to Special Town Meeting/Special Election: <br /> The Special Town Meeting has been set for Monday, March 16 , 1992 <br /> relates Selectman Jacobson. Two articles are included on the warrant . <br /> One contains the article for the fifteen classroom addition to the Middle <br /> School and the other is an article to fund an outstanding labor contract <br /> with the Fire Department employee ' s . <br /> Since we haven 't approved the contract, Selectman Vaccaro suggests <br /> that this may be premature to place this article on the warrant. He <br /> suggests to place the article on the warrant in the May Special Town <br /> Meeting. <br /> Selectman Mills indicates she has not seen the contract . She asks <br /> if the Board can speak against it when .it is on the warrant? <br /> If the designated agent bargained with the Union and reached a ten- <br /> tative agreement, the Board of Selectmen are obliged to go forward and <br /> seek approval indicates Town Counsel . They cannot oppose it . <br /> ****The motion was made by Selectman Vaccaro to remove the article on <br /> the Fire Department labor contract from the March 16, 1992 Warrant . The <br /> motion was seconded by Selectman Mills . The vote is unanimous. The <br /> vote is 3-0. Selectman Caffyn abstained from voting. <br /> Selectman Mills indicated that the point was made at the last <br /> meeting of the Board that we could oppose the contract on Town Meeting <br /> floor. She did not know the Board could not do so. <br /> It was indicated the Finance Committee made a motion that passed <br /> with their committe.e. to change the date of the Special Town Meeting. <br /> *The motion—w s„made by Deidre Greelish to recommend the Board of <br /> Selectmen change the Special Town Meeting to the night of the Annual <br /> Town Meeting in May. The motion was seconded by Ed Baker. The vote <br /> carried. <br />
