BOARD OF SELECTMEN • MINUTES MONDAY, MARCH 23 , 1992 Present : Selectman Jacobson, Selectman Caffyn, Selectman Vaccaro, Selectman Mills Absent : Selectman Lawrence Guests : Rita Sousa , Jane Stockbridge, Marilyn Farren, Elizabeth Petti Meeting convened 6 : 00 p.m. SEARCH COMMITTEE MEETING: Rita Sousa discussed the proposed process in searching for an Executive Secretary. To assist the Board in reaching a consensus , it is necessary to define the essential elements of the position, define the position of the Executive Secretary and identify the attributes of what will be the success-f-ul eand- date . To begin the process, the Search Committee desires tL�� friterview the Selectmen individually for their input , individual {perspectives , expectations and needs. Department Heads and those who report to the Executive Secretary will also be interviewed in confidentialness. This will be reported to the Board in a general sense . Important aspects include the responsibilities of the position, authority to 'vest in the position, support prepared to give to the Executive Secretary, support the Executive Secretary will give, support from the Department Heads to the Executive Secretary and relationships between the Selectmen and Executive Secretary as well as with Department Heads , Departments , Boards, Committee ' s and Public relates Mrs. Sousa . Communications in quality and quantity is an essential vehicle . Data will be categorized under each of the essential elements of perspective and expectation. With convergence and divergence, the Board reaches an agreement and consensus of each of the essential elements indicates Mrs. Sousa . The position is then defined . The Search Committee requests a memo of endorsement be sent to the Depar_tmen-t Heads before they are interviewed . The time- frame May—l-,-1992 . Mrss. Farren indicates the advertisement in the Beacon and the International City Manager Association have gone out . Advertisement in the Globe and other local papers will go out in April . Selectman Vaccaro recommends the statement of confidentiality as general information from the Department Heads be indicated that it will be presented to the Board in composite form for general information purposes . Selectman Mills suggests to include Joyce and Debbie in the • interview process to obtain their input . The Board is in agreement. It was noted that Selectman Jacobson has been interviewed to begin the process.
