r 4 BOARD OF SELECTMEN Page MINUTES MONDAY, MARCH 30r __1992 Special Town Meeting Warrants : II i As proposed by Town Counsel is the amendment of the job description of the Executive Secretary. The intent is to change the job description to delete the name of Chief Administrative Officer because there is a conflict between the state law and Town bylaw with reference to the appointment of the Building Inspector indicates Selectman Vaccaro, In negotiations of the contract of the Executive Secretary we could ask for a waiver of the appointment of the Building Inspector to the authority of the Board of Selectmen suggests Selectman Vaccaro. Selectman Vaccaro is concerned that we are going to diminish the ability of the Executive Secretary to administer the government . If the Chief Administrator is removed from the bylaw, does he become an Executive Assistant rather than an -fficer asks Selectman Vaccaro? Would the Selectmen then oversee the Personnel? Selectman Caffn does not think there will be a conflict , The Executive Secretary will oversee Personnel if the' Board of Selectmen chooses him to do so . Selectman Caf fyn suggests to refer to the state statutes . r She also recommends to review the standards of other town ' s. Town Counsel will review the ramifications and impact to the form of government. F 93 Budget Di scu s i on . I I As per last year, the budget will contain the recommendations o the Finance Committee, A joint meeting is scheduled for Wednesdayr April 1 , 1992 with the Board -of Selectmen and Finance Committee. The Board reviewed the Finance Committee ' s Preliminary Budget Recommendations as of 3/27/92 . Mr. Harrington indicates the Selectmen ' s Budget and the FinanceCommittee ' s Budget are very similar. Any dis- crepancies will be previewed on Wednesday. . With concerns towards the budget of the School., Selectman Vaccaro suggests to appropriate $5, 325 ,090 for the School Department ' s Budget . Money saved- from short- t'erm' debt may be able to address this issue. Selectman Vaccaro also relates the School Department has worked hard on their budget and this year brings a more candid relationship of the three Boards, Mrs . Greelish relates the School Department is scheduled to meet with the Finance Committee on Tuesday, March 31, 1992 . Adjournment; ****The motion was made by Selectman Mills to adjourn the Meeting at 10: 35 p.m. The Board will re-eater into Executive Session to discuss ongoing investigation. The motion was seconded by Selectman Vaccaro. VOTE: Unanimous . 3- . Selectman Ca yrs polled the Board. The decision is unanimous to eater into Executive Session. The Board will not be reconvening into Regular Session. f
