BOARD of SELECTMEN Page <br /> MINUTES <br /> MONDAY, APRIL . 6r 1992 <br /> Li uor License Re elation - Richard ' s Pub: <br /> Request has been made by Richard Halpern to modify <br /> regulations to allow patrons to remain on the premises of <br /> Richard ' s Pub until 2 : 20 a ,m, on Friday evenings during the <br /> months of July and August . <br /> *The Board is in agreement- to schedule a Public Hearing on <br /> this issue in two weeks. <br /> Landfill and Transfer station contract <br /> Selectman Lawrence indicates his concern of the way this <br /> item was handled and asks the Board to discuss it since it is not <br /> an agenda item. The Board is in agreement to discuss the <br /> Landfill and Transfer station- Contract . <br /> As indicated from Mr. Darrington, he is concerned that as <br /> Chief Procurement Officer in Town, he was not asked of an <br /> opinion. He is also concerned that an outside opinion was <br /> rendered before the use of Town counsel . <br /> Selectman Lawrence asks what the reason was in getting an <br /> opinion from- Weston and Sampson and the purpose to extend the <br /> contract without 'vying the hid process? <br /> Mr. Greelish indicated the contractor approached the Board <br /> of Health with an offer to extend his contract at a reduced rate <br /> for two additional years. <br /> The Board of Health did not think they could avoid the <br /> bidding process. Weston -and Sampson has been communicating with <br /> Town Counsel regarding a new bid document . The mechanism was <br /> wrong relates Mr. Greelish. <br /> As related from Town counsel , under Chapter 30B, the <br /> competitive bid process rust be conducted , <br /> Mr. McQuaid indicates when the offer was made to not <br /> increase and possibly decrease the contract , we asked Weston and <br /> Sampson to check with Town Counsel to see if we could extend the <br /> current contract . .The change came. about from the request of the <br /> contractor , Weston and- Sampson were already working on the new <br /> bid document . <br /> *selectman Mills indicates that any questions to be submitted <br /> to Town Counsel should be submitted in writing. <br /> Adjournment : <br /> *Being no further business to discuss at this time, the <br /> motion was made by selectman Mills to adjourn at 9 : 19 p do m e <br /> The Board will enter into Executive session at this time to discuss <br /> Negotiations , collective Bargaining, Litigation and Ongoing Investiga- <br /> tion, The motion was seconded by selectman Lawrence.
