r} <br /> .l <br /> i <br /> BOARD OF SELECTMEN <br /> iINUTES <br /> THURSDAY, JULY 30 , 1992 <br /> Present : Selectman Caffyn, Selectman Vaccaro, Selectman Mills, <br /> Selectman Jacobson, Selectman Costa <br /> Administrative Assistant Joyce Mason <br /> Guests : Marilyn Farren, Robert Sullivanp Mita Sousa, Jane <br /> Stockbridge, Ben Lofchie r Diane Pommelmeyer, Al Polsi <br /> Meeting convened : 3: 56 p.m. <br /> Grievance o f Deputy Fire Chief Baker : <br /> The Personnel Board was present to discuss the grievance of <br /> Deputy Fire Chief Baker with the Board <br /> On this date, the Personnel Board voted -1 to approve the <br /> educational incentive fund of o to George - Baker, Mr, Sullivan <br /> notes that one member of the Personnel Board abstained from <br /> voting. <br /> It was noted that the Selectmen can over rule the decision <br /> of the Personnel Board and deny payment . <br /> Mrs . Farren indicated that the Personnel. Board did not have <br /> the history at the time of the vote. She relates that the <br /> Personnel Board can verify 60 credits for an Associate Degree. <br /> Records are normally kept to give verification. In this <br /> particular case there is no record to verify 77 credits . <br /> Mita Sousa noted that she abstained from voting on this <br /> issue.. She relates that in the educational portion of the old <br /> PAP, there were paragraphs lifted from the Union contract <br /> provisions . It does not state anything about incentive she <br /> states . <br /> Nis . Sousa relates that it is clearly written as a one time <br /> incentive and describes the word incentive as a thing that is <br /> done to motivate a thing to happen. <br /> Selectman Caffyn indicates that she did not realize the <br /> wording was actually changed . <br /> For clarity of purpose, Selectman Bills has recommended to <br /> review the old copy of the PAP. She relates that other <br /> employee ' s have only received incentive as a one time deal <br /> Mrs , l ommelmeyer indicates that the i ncent ive is not each <br /> gear -and year after. She notes that since it has been approved <br /> by the Personnel Board, it is to go on the Fire Department ' s <br /> payroll this week• <br />
