The mot,ion was seconded by Selectman Vaccaro. VOTE; <br /> Unanimous . -o . - Selectman Costa was- not present- for the vote . <br /> **The motion was made by Selectman- Mills to close the gate <br /> until the end. of September. The motion was seconded by Selectman <br /> Jacobson. VOTE: Unanimous, 4-0 . Selectman Costa was not <br /> present for the vote. <br /> 8 : 34 p.m. Selectman Costa present . <br /> Floating Clerk: <br /> Selectman Mills indicated that an appointment was made on <br /> July 24, 1992 signed by Robert Sullivan to hire a volunteer for <br /> eighteen hours per week. <br /> This person was a volunteer explains Selectman Mills. She <br /> obtained the position through in-house posting. The hiring <br />' procedures should be made clear so .that all parties understand <br /> the policy of the Selectmen. <br /> Any temporary appointments should ,include an expiration date <br /> informs Selectman Mills , This can then be extended if <br /> necessary. <br /> Mr. Whritenour relates that this position was filled prior <br /> to his discussion with the Selectmen as a temporary employee to <br /> assist the Personnel Department . <br /> The Selectmen are the sole appointing authority indicates <br /> Mr. Whrite.nour * This policy should be rade clear to all <br /> departments . He motes that a ole-ar understanding has been <br /> developed with the Personnel Board . <br /> Volunteers should be regarded as outside employees informs <br /> Mr. Whrlitenour. When posting is made in-house , it should be an <br /> opportunity for current Town employee ' s to gain promotion. As <br /> part of the outside posting process r volunteers may then apply. <br /> -Selectman Costa has recommended to direct the Executive <br /> Secretary to en - a memo to all departments regarding the policy <br /> of the Board of Selectmen. <br />
