BOARD OF SELECTMEN Page MINUTES MNDA, MARCH 1, 1993 p.m. Meeting re -convened. Selectman Costa left the Meeting. Greg Taylor re: Scituate Road: �w Mr. Taylor indicated that the drainage problem was brought to the attention of tie ' Finance Committee last November to appropriate funds. The Finance committee voted against the use of reserve funds to repair the condition of Scituate Road. A Special Town Meeting article to provide $8000 to make the necessary repairs in May of 1993 would he one possible resolution to the problem indicated Mr. Taylor. An alternate solution would be to rake partial repairs during the interim for an estimated sum of $4000. Tracy Morrissey, resident of the area indicated that she has contracted for a 1-1 hole that is dug on her property to accommodate the excess water. The last storm filled the hole completely, This is a safety and a health hazard informed Mrs. Morrissey. Mrs. Morrissey distributed pictures for review of the water in her basement. She indicated that the Fire Department will no longer pump out the water the accumulates in her basement. With each passing storm, the situation gets worse explained Mrs, Morrissey. Wires are exposed and school buses travel the road. r. Writenour indicated that public funds can be expended if there is a public safety threat, He noted that the chapter 80 process must be legally -recorded. Mrs. Greelish; chairman of the Finance Committee indicated that if an effort is made to collect betterments t she has no objection to the appropriation. In ray opinion, the Board of selectmen should not set precedent indicated Finance Committee member; Ed Baker. It has been the Town's policy to not repair private roads without recapturing the funds. Dill Jones indicated that discretionary funds should be re- established as a line item in the DPW budget.
