BOARD OF SELECTMEN Page <br />MINUTES <br />MNDA, MARCH 1, 1993 <br />p.m. Meeting re -convened. <br />Selectman Costa left the Meeting. <br />Greg Taylor re: Scituate Road: <br />�w <br />Mr. Taylor indicated that the drainage problem was brought <br />to the attention of tie ' Finance Committee last November to <br />appropriate funds. The Finance committee voted against the use <br />of reserve funds to repair the condition of Scituate Road. <br />A Special Town Meeting article to provide $8000 to make the <br />necessary repairs in May of 1993 would he one possible resolution <br />to the problem indicated Mr. Taylor. An alternate solution would <br />be to rake partial repairs during the interim for an estimated <br />sum of $4000. <br />Tracy Morrissey, resident of the area indicated that she has <br />contracted for a 1-1 hole that is dug on her property to <br />accommodate the excess water. The last storm filled the hole <br />completely, This is a safety and a health hazard informed <br />Mrs. Morrissey. <br />Mrs. Morrissey distributed pictures for review of the water <br />in her basement. She indicated that the Fire Department will no <br />longer pump out the water the accumulates in her basement. <br />With each passing storm, the situation gets worse explained <br />Mrs, Morrissey. Wires are exposed and school buses travel the <br />road. <br />r. Writenour indicated that public funds can be expended <br />if there is a public safety threat, He noted that the chapter 80 <br />process must be legally -recorded. <br />Mrs. Greelish; chairman of the Finance Committee indicated <br />that if an effort is made to collect betterments t she has no <br />objection to the appropriation. <br />In ray opinion, the Board of selectmen should not set <br />precedent indicated Finance Committee member; Ed Baker. It has <br />been the Town's policy to not repair private roads without <br />recapturing the funds. <br />Dill Jones indicated that discretionary funds should be re- <br />established as a line item in the DPW budget. <br />
