T y <br />rF <br />BOARD OF SELECTMEN Page 1 <br />MINUTES <br />M NDA E JULY 1, 1993 <br />Sandwich Selectmen: <br />Selectman Vaccarc welcomed members of the sandwich Board of <br />Selectmen to the discussion relative to the joint septage re - <br />treatment facility at the Massachusetts Military Reservation, <br />Present for discussion from Sandwich were; selectmen Diane <br />Tucker, Judy Koenigf Mary Gail Al. les se , John Gmeiner4b George <br />Dunham, Town Administrator/ Peter Tancredi Town Engineer and Dave <br />Thulin Wastewaster Commissioner were also present. <br />Mashpee Board of Health Chairman, Stephen Creeli h gage a <br />brief update of the process as prompted by.the Department of <br />Environmental Protection and the concept of regionalization. <br />Each town independently reviewed sites. for a septage waste <br />treatment facility informed Mr. Creelish. Mashpee reviewed three <br />sites. Sandwich reviewed + sites noted Mr* Greelish. site #28 <br />was selected as the most favorable option located on the Military <br />Reservation in the area of Route 130 and Route 60 <br />The Department of Environmental Protection has encouraged <br />the regional effort indicated Mr. Greelish. Last year, the <br />Military entered into a feasibility study. The results indicated <br />that this is clearly a feasible and viable option noted <br />Mr. Greelishe <br />Our goal is to construct the septage pre-treatment facility <br />at MM1 within the next few years indicated Mr • Tancredi. MMR has <br />contracted with a consult ing- f i'rm for Plans and specifications of <br />the facility. The estimated consulting fee is $25,000. <br />Lt. colonel Paul Brogn, MMR Base Engineer, indicated that <br />the Military is 1 behind the project. We are Mere to provide <br />a usable facility for both town t s and the Bases <br />The MMP waste water treatment plant will be funded by the <br />Military noted Lt. col. Brogna. The septage pre-treatrent plant <br />will feed into the waste water treatment plant. The estimated <br />cost'of the septage pre-treatment plant is $6.5 million. This <br />cost will be split.between Mashpee and sandwich. <br />Mr. Thulin indicated that the annual operating costs of the <br />facility are estimated to cost $600,000 for both plants. This <br />fee will be split between Mashee, Sandwich and-MM. If Bourne <br />elects to join, the cost will be split four gays. <br />r. Tancredi noted that the treatment plant and septage pre- <br />treatment facility will be run exactly alike, He envisions that <br />each of the users will pay their share. <br />0 <br />
