Time Limits: <br /> Where the time limits specified herein are not complied with by <br /> the employee or the Union, the appeal shall be deemed waived and not <br /> entitled to further consideration. Where the employer fails to reply <br /> within the time limits specified for its response, its response shall <br /> be considered to be negative and the employee and/or Union may pro- <br /> ceed to the next step of the appeal process. The parties may mutually <br /> agree to extend any of the time limits contained herein. Saturdays, <br /> Sundays, and legal holidays, shall not be counted in the computation <br /> of any time period contained herein. <br /> The employer agrees that it has an obligation to work with an <br /> employee who receives an unsatisfactory evaluation to help the employee <br /> to correct deficiencies revealed by the evaluation. <br /> Rater Training: <br /> Performance appraisal raters will receive initial training in con- <br /> ducting Performance Appraisal/Evaluations prior to implementing the <br /> system by someone qualified to perform such training. <br /> Review Criteria: <br /> Any and all criteria used to review and/or. evaluate an employee's <br /> performance shall be reasonably related to the specific job assignment <br /> of the employee. <br /> This rule is to be used in conjunction with all relevant existing <br /> Department Orders, Rules and Regulations, Policies, Procedures, Memoran- <br /> da, and Directives. <br />
