Upon presentation of written <br /> substantiating data, satisfactory to the Board, the Board <br /> shall establish the title if a new position ) , initial pay <br /> rate and range for such new or charged position , <br /> New positions must subsequentlybe approved by Town <br /> Meeting Action and money appropriated therefor. <br /> VII PROMOTIONS AND TRANSFERS <br /> 1 All promotions and transfers shall be approved by the <br /> Board before taking effect . <br /> When an employee is promoted, he shall enter the new <br /> position at no lower than the minimum rate of pay for the <br /> position or at his present rate of pay, whichever is higher. <br /> The employee l promoted shall be eligible f or future step ad- <br /> vancement in said position as of the date of promotion . <br /> In considering an employee for a promotion, the Board <br /> shall consider qualifications, ability and job performance of <br /> qualified applicants . <br /> 4 If an employee is transferred to a position with a lower <br /> rate of pay, he shall enter it at his present rate or the <br /> maximum rate whiclhever is loner. <br /> III TITLES of POSITIONS <br /> No person shall be appoin-ted, employed or paid as an employee <br /> in any position subject to the Plan under any title other <br /> than one in the Grade and Step Classification ( Appendix A ) a <br /> amended or Appendix E as amended . The title in the Grade and <br /> Step Classification shall be official for all purposes . <br />
