MASHPEE HIGH SCHOOL BUILDING COMMITTEE TUESDAY, MARCH 29 , 1994 TOWN HALL Present: Merry Sue A h l g ren , Bill Ma rt i ros, Bill Jones, Stege G ree l i s h , Peter D i n i z i o , Michael Pare, Paul Griffin , Janice Mills , Joe Polito Tots Fuda l a, Greg Taylor , Gus Fredricks Meeting convened at 7 * 06 p .m. INUTES Merry Sue made a motion to accept the minutes of March 15 and March 22nd . Bill Jones seconded the motion . All members were in favor. PUBLIC COMMENT Jane Coogan explained she has been in Europe for l month and recently learned of the Committee' s plans to hire a p ro4 ect manager which raised some questions and concerns. She was at the Selectmen ' s meeting when it was resented to them but Peter Di n i z i o had left the meeting when it was time for public comments . she asked why the town went out with an RFP with a Nov. 16 to Dec . S window when the town did not vote to appropriate funds until after that? Has the Committee defined the responsibilities of a project manager, a "project representative" , clerk of the works, project manager , and architect? Do have salaries for all of this? She has concerns about Chartwell , how much their fees are? In Lexington they were 10% of the tota.l proj ect. This raises a lot of questions for her, She thought about it because she knows someone who is an AIA registered architect, charges low fees and is internationally known . She called Lexington and found out the roof leaks and the elevator doesn ' t work . This all raises questions so she came her tonight. She asked if the Committee has , in writing , charting of the respons i b i l i t i es and salaries of the positions? Peter explained an RFP was issued , it is public record , on record in the Selectmen ' s office . It was submitted through the office of the E ecuti ire See retar last fal almost simultaneous with the RFP for the Architect. All of it was done through Town Counsel . If you want a detailed knowledge of the scopeofresponsibilities of the project manager, it is all laid out d. in the RFP, Town council advised leaving the fee open so we can negotiate with the firm. Ms . Coogan asked if the activities were defined for the Architect and f o r the clerk of the works - the whole picture ? Peter explained there are two RFP ' s - one for the project manager and one for the architect. Both are public record. Her comment about an AIA registered arch i tett - Chartwell did submit the name of an architectural firm they will work with to provide those services . Coogan said she does not understand why, when hiring a project manager to do cost estimating , the architectural oversight has to go out with that, as subcontractors . Yesterday ou were asked what hartwe l l ' s Lexington fee was and you didn ' t know , do you know it was to ? itect, the Stege reelish said 10% exceeds what we expect to pay the arch
