MASHPEE HIGH SCHOOL BUILDING COMMITTEE
TUESDAY, SEPTEMBER 27 , 1994
TOWN HALL
Members Present: Merry Sue Ahlgren , Bill Martiros, Steve Greelish , Joe
Polito, Paul Griffin, Janice Mills, Joan Tavares
Also Present: Ian Aitchison, Tom Wren , Bob Fournier, Ray Bordwell , Dr.
DeMoura, Bill Hauck, Gus Fredricks, Tom Fudala
MINUTES
Merry Sue made a motion to accept the August 23rd minutes, as
amended, and the September 20, 1994 minutes. Joe seconded the
motion. All members were in favor.**
COMMITTEE DISCUSSION
Elias McQuaid, Health Agent, was present to discuss the sewage treatment
plant.
Peter asked the Committee if they want to proceed with the present
consultant?
Merry Sue had several questions for Elias first - can the town do a package
treatment plant instead , and is he wiling to work with DeFao Wait and Pare?
Elias responded the Board of Health is recommending tertiary treatment. He
has no qualms in DeFao Wait and Pare's (DWP) ability to design any plant
the Committee wants them to design.
Peter asked if the Committee can continue to work with DWP?
Elias asked if they are going to ask for a reduced size plant?
Peter explained the Committee has voted to build a 15 ,000 gallon per day
plant, based on Steve Greelish' s recommendation .
Does Elias feel confident DWP will stand up for our interests through this
process?
Elias said Mr. Pare, at a meeting one month age, attempted to support the
Title V regulation of 20 gal , per day . He did not indicate he would
downsize the plant without instruction from the Committee. He does not
know if Mr. Pare will put as much emphasis behind the variance, since he
wrote the Title V regulations.
Paul said the Committee clearly asked the firm to come in and convince the
Committee they are working for the Committee and will do what they ask of
them. It sounds like (Paul was not present at last week's meeting with
Mr. Pare) that Mr. Pare was telling the Committee downsizing was a bad
decision.
Paul would recommend SMMA terminate their contract with DWP and find a new
firm. There is no way Mr. Pare can convince the Committee they are working
in their best interest. We are wasting our time.
Elias has the same feeling .
Paul asked Elias if Mr. Pare tried to convince him downsizing was a bad
decision? Elias said he did.
** Paul made a motion the Committee advise SMMA that they are not
happy with the subcontractor (DeFao Wait and Pare) and they should
seek other firms to do the work. Merry Sue seconded the motion.
Discussion:
1
