Discussion: <br /> Brad Caffin said he.is proud to have Theresa Cook on FinCom. He said prior to the <br /> Charter people learned `show to run"and then become Selectmen. He said we should be <br /> working off of data what happened prior compared to what is happening now. <br /> Theresa Cook clarified her motion was to put to vote in front of the voters because when <br /> the initial Charter went through it wa n"t even suggested Town Clerk be appointed or <br /> eluted and that was nay 'notion. To put it to the voters because it hadn't been to the <br /> voters before; whereas when Mr. McGee put his motion forward it was felt by this <br /> committee that it had already gone before the voters.- Terrie said that was any notion— <br /> my notion was to let the voters decide because there has been a lot of talk about this <br /> being"Nappointed elected. <br /> Mary Waygan said she intended to make a motion at the committee meeting to re-vote on <br /> this issue since she wasn't at the April 24 meeting. Ed Larkin said he would not entertain <br /> such a motion until here is a full board present. Mary waygan took issue that the vote <br /> was taken when she wasn't there. Don layers said it would make sense to have the <br /> complete board vote and asked Ms. wygan to wait. WayneTaylor said if we tale vote <br /> now without full committee, then next meeting Mr. Halpern could re-address it main so <br /> he would rather wait to vote at full board and put it to rest, <br /> Michael Richardson said it is far from perfect world. We as a committee are bying t <br /> come up with recommendations which we think would work hest for the Town in <br /> general—not for any one individual or against any one individual. lair. Richardson said <br /> from a data perspective, one town just went from elected to appointed Clerk so they had <br /> reason to believe it was the right thing for their town. Mr. Richardson said from his <br /> investigation the last 3 changes were from elected to appointed also on Cape towns so <br /> they had a reason to do that. So Four towns decided,it was in heir best interests moving <br /> from elected to appointed. Mr. Richardson said this group voted on letting the voters of <br /> Mahpee choose to decide whether they felt this position should be appointed or elected. <br /> We believe alignment is best for the Town. <br /> Mary waygan consented on Debbie's letter that Debbie made a very strong argument to <br /> keep it an elected position. Mary said she wasn't at the meeting and did not vote but <br /> would have voted`ono". Mary referred to the drafted Town Clerk section which states <br /> Town Clerk to be appointed by Board of Selectmen,which is an elected body. Mary said <br /> this would not be acceptable that a Town Clerk would be appointed every 3 years by an <br /> elected body. <br /> Sec-34(i)Q ;Nomination of candidates.
