a <br /> MASH PEE HIGH SCHOOL BUILDING COMMITTEE <br /> Tuesday, March 14, 1995 <br /> Page 3 <br /> Paul called for a vote on the motion to approve the expenditure for Symmes Maini <br /> & McKee of$4,700 for the additional traffic work. The Committee voted in favor of <br /> this notion, 5 in favor to 2 against. <br /> Selectman costa address to Committee; George stated he was asked to explain to the <br /> Committee regarding Article 34 that is coring up. He stated that previously he was asked <br /> to move the wildlife refuge in order to build the school at that location, which was done, and <br /> stating that the refuge's new location was to be determined at that time. Article 34 proposes <br /> the new location for this refuge. He referred to the buffer zone strip along the river and <br /> along the power lines and indicated on a reap the area that was being proposed. Merry Sue <br /> wanted to review the area to insure that it would not conflict with an area targeted by the <br /> landscape architect. George stated that even if the selectmen vote their approval of Article <br /> 34, the would put restrictions in that the school may need some drainage underneath the <br /> power lines and that the selectmen would put all of that in there to make sure that whatever <br /> was needed easements, etc. were included. George distributed a copy of the article while <br /> Bob displayed the proposed area on the map. The restriction was outlined on the map <br /> indicating that it varied from Soo to 350 feet and allowed for the playing fields. George <br /> stated that he just wanted to make the committee aware of this article so that they could <br /> insure that the selectmen were aware of any restrictions that the Committee night want to <br /> include at the Town Meeting. Ed Frenette said that it looks fine and does not cause thea <br /> any problems because it does not interfere with any of their current plans. However, <br /> because it is a fairly important issue, Ed wanted to make sure that all of the significant <br /> members of the team review it. George agreed and stated that they were already aware of <br /> a drainage easement that would have to be included for the school and insured the <br /> Committee that they would loaf at everything. Deter asked George if the Committee could <br /> approve of it subject to the review of the architectural team. Paul stated that George just <br /> wanted to make the committee aware and answer any questions, and stated that they were <br /> in favor of it because it does meet our current goals. Bill asked that Chan loop at it as well. <br /> Paul asked that they turn it over to Dan and have him incorporate it into the plan. George <br /> stated that if Dan needed a more detailed neap or has any questions, he can see Torn and <br /> he will supply him with anything he needs. George requested an answer before the Town <br /> Meeting comes up. <br /> "Off-Site" Improvements; Greg Taylor stated he was asked to look at SMMAIP & W's <br /> proposal for "Off-Site Improvements" by VH P of $19,700 to do some engineering work to <br /> the tie-in with Old Barnstable Road. He stated he reviewed this and the requests on the <br /> EIR, at stated that at this point in time it does not make sense to move ahead with the <br /> $19,700 with the way it was done. He stated that in the discussion of what was going to be <br /> done in the interim, they were talking about crossing guards until they were further along for <br /> the 180 days that the school was open and that they wanted to handle the situation without <br /> a traffic signal at that location. They have put a request in which has been approved by the <br /> Cape cod Joint Transportation council to include that intersection in Federal funding for FY <br /> 96 which starts in October, 1995. He stated that in order to be eligible for the funds, we <br /> would put it in and would be covered at the high estimate of $400,000 for the construction. <br /> In order to be eligible for those funds, they would have to have the engineering work done. <br /> He stated that earlier the Committee was told that VHP ballpark idea of the construction of <br /> the intersection was $400,000 and the design was $40,000. He spore with the Senior <br /> Engineer who prepared the estimate of the previous work, and he stated that the $40,000 <br /> would be more life $25,000 to design the whole intersection with the connection into the <br /> high school. Greg's suggestion to the Committee is to move ahead with that portion of the <br /> work and not phase the engineering but phase the construction and only do the left hand <br /> turn lane and what we need on Old Barnstable Road at this time and let the intersection <br />
