Paul made a motion to forward to the Selectmen -For their approval
Stone Building Company ' s bid of $18 , 090 , 000 . , subject to
certification by Town Counsel of all the documents . Merry Sue
seconded the motion . All members were in favor• 6--0 . **
CLERK OF THE WORKS
Nathaniel Haley was present to pursue an opportunity to submit his
credentials to Chartwell for consideration for this position . He is
presently involved in a project here in Mashpee . He spoke with Bob
Whritenour about this , who informed him of the process , that Chartwell
would be advertising the position . He attempted to speak with Mr .
Aitchison but was unable to reach him. He had missed the closing date of
March 31st. !le spoke with Bob Whritenour again and Bob suggested this
Committee was scheduled to make a final decision but it was worthwhile to
appeal to the Committee to see i .f: they would consider his credentials.
Paul asked Tom Wren when the position was advertised?
Tom said it was advertised 10 days before the closing date . It appeared in
2 local papers and in the Boston Sunday Globe the week before that . They
received 32 responses in writing . A few people phoned and Tom thinks a.11
those calls were returned .
Paul said he wanted to be sure the process the Committee required of
Chartwell was followed . His concern is the Committee has already conducted
all the interviews and if the process is opened up for Mr. Haley , it is
opening a can of warms -to all the people who want to get back in to this
process . He is not the only one who wants to be heard .
It is Chartwell ' s responsibility to hire -the clerk . The Committee asked
for the interviews with Chartwell ' s top 4 candidates but it is not the
Committee 's decision .
Mr. Haley asked if it is the responsibility of -this Committee to make a
recommendation to -the Board of Selectmen?
Paul said the Selectmen are hiring Chartwell and this clerk will be an
employee of Chartwell . This Committee has "blessed off" on two candidates
and told Chartwell they could choose either one and he understands that
Chartwell has chose one .
Paul explained -to the Committee that Chartwell has elected to come 'to an
agreement with Jim Byrne.
CONTRACT WITH CHARTWELL
Paul said he has come to an agreement with Chartwell regarding their
contract, there had been questions about spreading of the hours . He said
that Ian does not nickel and dime this Committee to death and they should
not do it to him. His services are very valuable to this project. Steve
asked what the final figure is?
It is $164 , 904 for Chartwell ' s project management services and $120 , 000 for
the clerk. Paul will be asking the Selectmen tonight to approve $284 , 900 .
Maul explained that the attorney general ' s office now requires the awarding
authority to guarantee the weekly certified payroll slips from the
contractor. This will have to be watched carefully . If there is doubt the
contractor is meeting the prevailing wage , the town is required to hold a
4
