Specifically, to regulate the speed limit at 20 rniles <br /> per hour on such ways and to prevent all parking or stopping on such ways in order to prevent the <br /> obstruction of traffic flow. It is the spirit and intent of the PSA to authorize enforcement of such traffic <br /> regulations by any sworn officer of the Mashpee Police Department.
