6 <br /> Board of Selectmen <br /> Minutes <br /> January 23, 2012 <br /> NEW BUSINESS: <br /> Request for Reserve Fund Transfer—Finance Committee: <br /> The Board of Selectmen reviewed the request of the Finance Committee for a <br /> Reserve Fund Transfer of$8,000 to the Finance Committee Expense Account for <br /> the printing and mailing of the May 2012 Town Meeting Warrant. It was noted <br /> the Town Manager intends to increase the Finance Committee budget in FYI 3 to <br /> alleviate the shortfall. <br /> Motion made by Selectman Cahalane to ratify the Reserve Fund Transfer of <br /> $8,000 to the Finance Committee Expense Account as referenced. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Taylor, yes Selectman Richardson, yes <br /> Selectman Sherman, yes Selectman Cahalane, yes <br /> Selectman O'Hara, yes Opposed, none <br /> Discussion re: Memorandum of Agreement for Maintenance & Repair of School <br /> Buildings and Grounds: <br /> Under the mandates of the Town Charter, the Department of Public Works is <br /> responsible for the maintenance and repair of all Town buildings and grounds <br /> under the supervision of the Town Manager. <br /> In October of 2008, a Memorandum of Understanding (MOU) relative to the <br /> maintenance and repair of Mashpee School buildings and grounds was negotiated <br /> between Town and School officials and developed in joint collaboration with <br /> representing attorneys. However, the document was not executed by all parties. <br /> Currently, the School Department has an interest in obtaining an expert in <br /> negotiations to further review the MOU with Town officials. Due to the lack of <br /> communication with the School Department, it was unclear as to the reasoning for <br /> mediation as it relates to the components of the MOU that would require this type <br /> of service. It was disclosed the prior School Administration previously agreed to <br /> the MOU in principal, but for an unknown reason did not execute the document. <br /> In dealing with matters that involve the schools, it was noted there are frequent <br /> issues which often become difficult and time consuming when attempting to <br /> conduct daily business and maintenance activities. <br />
