Dave reviewed the status in
other Cape towns. Sandwich, Brewster, and Wellfleet have all adopted SMART. Chatham
Selectmen voted not to implement SMART at this time and focus on increased education.
Eastham Selectmen have not taken a vote. Yarmouth Selectmen voted not to implement
SMART. Discussions in Dennis have stalled. SMART is being considered by the Town Council in
Barnstable.
The Committee discussed options to ease the impact of potential increased costs. Free bags
could be provided to permit holders for at least the first year. Dave noted that the most
effective program for reducing trash are SMART programs that require residents to buy all bags.
Programs that charge a fiat annual permit fee are the least effective. SMART programs that
provide free bags are in between. Anika suggested the Town consider rewarding households
with free bags based on increased recycling/trash reduction from the year prior.
The program pricing for Mashpee is based on 100% user funding. The Committee discussed
phasing from current percentage to 100%. Joyce requested a 3-year phasing, similar to
Sandwich. Catherine will prepare.
Recycling Ad Campaign
The Town had received a small grant from DEP for recycling education. Dave provided the
Committee with examples of publicity and signage from other towns. The Committee discussed
a mailing and whether residents would read it. It could be designed to act as a recycling guide
that residents could refer to over the year. Anika suggested sending it home with students to
avoid postage costs. The Graphic Arts teacher at MHS or Cape Cod Tech might be able to help
with the design. The Committee also discussed handing out magnets, installing a changeable
message board sign at the Transfer Station, and creative line painting at the Transfer
