Recycling Committee <br /> February 6., 2014Minutes <br /> Members Present: June Levy, Sheldon Gilbert, Marion Baiter, Chuck Gasior, Glen Harrington <br /> Others: Mike Richardson, Selectman <br /> Joyce Mason, Town Manager <br /> Anila Bieg, MHS Senior <br /> Dave Quinn, Cape Cod Extension Recycling <br /> Catherine Laurent, DP <br /> A quorum being present, the meeting was called to order at ; p.m.. <br /> Minutes <br /> The minutes from the October 28., 2013 meeting were approved. <br /> AYT Discussion <br /> The neer terminology is SMART—Save Money And Reduce Trash. Dave reviewed the status in <br /> other Cape towns. Sandwich, Brew t r; and Wellfleet have all adopted SMART. Chatham <br /> Selectmen voted not to implement SMART at this time and focus on increased education. <br /> Eastham Selectmen have not taken a vote. Yarmouth Selectmen voted not t 'impl m nt <br /> SMART. Discussions in Dennis have stalled. SMART is being considered by the Town Council in <br /> Barnstable. <br /> The Committee discussed options to ease the impact of potential increased costs. Free bags <br /> could be provided to permit holders for at least the first year. Dave noted that the most <br /> effective program for reducing trash are SMART programs that require residents to buy all bags. <br /> Programs that charge a flat annual permit fee are the least effective. SMART programs that <br /> provide free bags are in between. Anika suggested th To ern consider rewarding households <br /> with free bags based on increased recycling/trash reduction from the year prior. <br /> The program pricing for Mashpee is based on 100 user funding. The Committee discussed <br /> phasing from.curr nt percentage to 100%. Joyce requested a -year phasing, similar to <br /> Sandwich. Catherine will prepare. <br /> Recycling Ail Campaign <br /> The Town had received a small grant from DEP for recycling education. Dave provided the <br /> Committee with examples of publicity aMn .signage from other towns. The Committee discussed* <br /> a railing and whether residents would read it. It could be designed to act as a recycling guide <br /> that residents Could refer to over the year. Anika suggested sending it home with students to <br /> avoid postage costs. The Graphic Arts teacher at MHS or Cape Cod Tech might be able to help <br /> with the design.
