Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> July 10, 2018 at 6:30 pm <br /> Mashpee Town Hall <br /> Approved 8116118 <br /> Present: Chairman Allan Isbitz, Walter Abbott, Berkeley Johnson, Bruce Willard, Marie Stone <br /> Also Present: Selectman Liaison Tom O'Hara <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:30 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES May 8, 2018 & June 5, 2018 <br /> MOTION: Mr. Johnson moved approval of May S minutes. Mr.Abbott seconded the motion. 3 <br /> yes, 2 abstain <br /> MOTION: Mr. Johnson moved approval of June 5 minutes. Mr. Abbott seconded the motion. 4 <br /> yes, 1 abstain <br /> REORGANIZATION OF COMMITTEE OFFICERS <br /> MOTION: Mr. Abbott made a motion to nominate Allan Isbitz for Chair. Ms. Stone seconded <br /> the motion. All vote unanimously. <br /> MOTION: Mr. Willard made a motion to nominate Bud Abbott as Vice-Chair. Ms. Stone <br /> seconded the motion. All vote unanimously. <br /> MOTION: Mr. Abbott made a motion to nominate Berkeley Johnson as Clerk. Mr. Willard <br /> seconded the motion. All vote unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road-Chairman Isbitz reported that discussion about the RFP had occurred at <br /> the Affordable Housing Trust meeting on June 25, At the meeting, Selectman Andrew Gottlieb raised <br /> a concern about wastewater target goals for nitrogen and his preference that the project meet net zero, <br /> although Mashpee Bylaw required meeting 5 mg/L. The Trust agreed to move forward with the RFP, <br /> addressing the issue of net zero through the RFP process. <br /> Selectman O'Hara indicated, since the meeting and following the vote,that although he shared a <br /> concern regarding issues of wastewater, it was his opinion that it would be unfair to require an <br /> affordable housing development to meet a lower level than the Town's required 5 mg/L. Selectman <br /> O'Hara suggested bringing the issue back to the Trust for reconsideration and further discussion. The <br /> Town would be asking for a potential developer to meet a level less than what any other developer was <br /> required to meet. The Chair appreciated the idea of reconsideration, adding that he agreed to inquire <br /> further regarding the feasibility for net zero, before returning to the Trust. Selectman O'Hara <br /> emphasized that funds had already been contributed to the project, with the perfect location, and buffer <br /> concerns addressed with the abutters, and he would not want the wastewater issue to slow the progress <br /> made by this Committee. <br />
