Implementation Draft schedule
- Short-terra initiatives - 2014-201
- Phase 1 Implementation (2016-2020)
- Long Term Implementation - 2021-2040 and beyond
* Estimated Project Build-out Total Present Worth Costs
* Summary: Project Timeline: 2001 to present
CAPE COD COMMISSION COMMENTS - Patty Daley, Deputy Director
Patty Daley summarized her comments by stating that over-all, the Mashpee plan is
consistent with the CCC 208 plan and approach, including areas of energy and land use.
Cape Cod Commission Draft Report rt -Torn Cam areri, Watershed Management Dir,
Torn Carnbareri stated that the organization requests more details on various components
of the plan related to the Final Environmental impact Deport, the local and regional plan to
collaborate with the base, and the characterization of nitrogen reduction, and others.
Because a substantial amount of work on aquaculture will be required in the first five years,
the CCC staff suggested that the town consider submitting a Phase 1 Waiver which would
allow it to move forward with shelffi aqua ul ure, one of the wastewater treatment facilities
and collection areas, and adjust th necessary institutional structure of the town's wastewater
management.
Public Testimony: ,Joe Myons
,doe Lyons sought to simplify the issue for the general public as folio yrs:
"What we have here is a problem where there are too many people for natural mitigation to
tale care of the nitrogen that vire have each personally put into the ground, with nitrogen
flowing into two major ratersheds: Popponesset and vaquoit Bays. What's happened
over the past 10-15 years is that the best scenarios people can think of have been
evaluated and tested where possible, but they keep changing. The two unknowns are the
amount of time the nitrogen removal will take, and the amount of action it will initially require.
The plan will be stretched over a long period of time and it will be a learning process."
Edward J. DeWitt:. Executive Director, Association to Preserve Cape Cod
'Mr. DeWitt. stated his disappointment in a lack of involvement of the Town of Falmouth
concerning wastewater plans for vagoit Bay. He also expressed his concern over the
plan's heavy reliance on aquaculture and stated that it should include more extensive land
use procedures such as vegetable buffers around ponds. Mr. DeWitt stated that also
missing in the plan is the close nexus between storm water management and aquaculture.
Tom Fudala responded to Mr. [ eWitt's comments by saying that the commission has been
in contact with Falmouth but was disappointed that the town did not include Waquoit in their
initial proposals for wastewater management. Mr. Fudala added that in terms of land use,
Mashpee has many mandatory related bylaws in place as well as strict zoning regulations
related to storm water management.
Rick York:: Mashpee shellfish Constable
2
