Public Access Update: <br /> Ken mentioned that at the Great River Ramp there is an issue with the grassy areas in the center of the <br /> lot and that weeds are growing somewhat out of control. Boaters have been parking on the <br /> grass/weeds which is not allowed. Citations will be issued. This situation will be monitored. <br /> Ken also stated that the replacement benchmark at the Great River Ramp had been installed and <br /> completed. Ken had received a BSC quote for$800 for the services rendered. A motion was made by <br /> Don MacDonald and 2-dby Stan Healy to approve this amount for payment and have Ken process the <br /> payment with the Town. The motion was unanimously approved. <br /> Waterways Improvement Plan and Dredging: <br /> Ken informed the membership that detailed information on dredging data is being organized and <br /> written up for the Waquoit Bay extension channels.. BSC is consulting in this effort. <br /> Steve Mone asked if the entrance to Hamblin Pond is included in this undertaking and Ken said yes for a <br /> distance of 200' and the same for 1ehu. Steve added that the entrance to Hamblin Pond has been in <br /> serious need of dredging for years as severe erosion has made the boat passage at low tide more <br /> difficult each year. He affirmed that this location should be included in this proposed dredging package. <br /> Don Barton also felt that this location is sorely in need of timely intervention. He added that a small <br /> amount of dredging at that choke point should increase the flushing action, improve water quality, and <br /> be impactful. <br /> Steve continued and stated that the culvert in Hamblin Pond that leads out to Waquoit Bay is virtually <br /> plugged up by a sandbar. He recommended that this location should also be included in the new <br /> dredging plans.The culvert was expressly constructed decades ago to improve water flow and <br /> circulation in Hamblin pond. Unfortunately,this site is now posted as contaminated. Don Barton stated <br /> that the culvert should be declared as failed infrastructure and restored to service. Ken stated that he <br /> had a few ideas on how to deal with this situation and would investigate and report back. <br /> Steve also commented that he has observed that during the process of Town approvals for docks,etc., <br /> notifications of continuation, and rescheduling by applicants are often not communicated to abutters, <br /> who are then disadvantaged. He felt there should be a procedure that insures follow-up notifications to <br /> these interested parties. Ken said he would bring this concern to the attention of Drew McManus. <br /> Other New Business: <br /> Steve Mone stated that the MWC minutes, like other Town Meetings,should be recorded by video or by <br /> a Town administrative employee using a taping device. He indicated that the issues discussed are of <br /> major importance and he felt that a volunteer MWC member taking minutes could not participate in the <br /> discussions of the meeting,and accurately record, if tasked with that assignment. Steve made a motion <br /> to request this assistance from the Town. Don McDonald 2°d the motion and it received a unanimous <br /> vote. <br /> Steve also registered a concern that the MWC meetings should be held at late afternoon sessions or at <br /> night. He said most Town meetings are scheduled on that basis. He felt strongly that the morning <br /> meetings excluded the general public from these meetings and consequently there was less <br /> transparency and input from the public. <br />
