Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> August 16,2018 at 6:30 pin <br /> Mashpee Town Hall <br /> Present: Chairman Allan Isbitz, Walter Abbott,Bruce Willard <br /> Absent: Berkeley Johnson,Marie Stone <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:38 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES July 10,2018 &August 2,2018 <br /> At the bottom of page 4 on the July 10 minutes, Mr. Isbitz asked that a name change b6 made <br /> from"Horowitz"to"Horvitz." <br /> MOTION: Mr.Abbott made a motion to accept the July 101 minutes. Mr. Willard <br /> seconded the motion. All voted unanimously. <br /> The August 2 Special Meeting minutes would be deferred until the next meeting. <br /> OLD BUSINESS <br /> Mashpee Commons Chapter 40D Project-Mary Waygan, Chairman of the Planning <br /> Board, provided an update regarding their work with Mashpee Commons. Ms. Waygan reported <br /> that Mashpee Commons would not be going forward with their Form-Based Code proposal for <br /> the October Town Meeting. The Planning Board had not yet determined whether they would <br /> pull their Mixed-Use Planned Development Bylaw, but a list of questions was being developed <br /> to discuss further with Mashpee Commons. Ms. Waygan invited questions from the Affordable <br /> Housing Committee which she would add to the list. The Chair inquired about the relevancy of <br /> the Selectmen's September 11 deadline and Ms. Waygan responded that the date was the <br /> deadline for the Board of Selectmen to finalize the Warrant. Ms. Waygan noted that it was <br /> unclear whether the Board of Selectmen would remove the item and the Planning Board was not <br /> yet decided as to whether they would have it removed. <br /> Mr. Abbott inquired about the existing 40B and the reduction of 52 units to 42 units. Ms. <br /> Waygan responded that Mashpee Commons would not be required to complete the 40B project <br /> provided they maintain the percentage of affordable units,but she would add to the list an <br /> inquiry about their plan for the Comprehensive Permit, Chairman Isbitz noted that although <br /> minor changes were to be expected, given the amount of Town and State investment of <br /> infrastructure and funding,Mashpee Commons would need to honor their commitment. There <br /> was question about the MassWorks loan but no one knew the terms. At present,the SEI showed <br /> 52 units, but the number would be reduced if Mashpee Commons walked away from the project. <br /> When invited to speak, John Connell, of Mashpee Commons, stated that there seemed to be <br /> misunderstandings about the way their proposed Bylaw had been characterized and it was <br /> expected that May Town Meeting would allow the necessary time to explain its benefits to the <br /> Town.
