Ms. Shufelt noted that it would be unusual for an applicant to be funded in the first <br /> round, which was dependent upon such priorities as town support, family housing, affordability <br /> range, geographic distribution and political support. Ms. Shufelt noted that town sponsored <br /> projects tended to move faster than other projects. It was suggested that a project at 950 <br /> Falmouth Road may not break ground until 2020, noting that projects typically spanned a 4 year <br /> timeframe. Ms. Shufelt added that in the current environment, construction costs were <br /> increasing. <br /> The Chair thanked Ms. Shufelt for her involvement. <br /> Ruthanne Cassidy, SouthCape Resort, inquired about the status of Horsley Witten's report <br /> regarding net zero nitrogen. Chairman Isbitz reported that the evaluation was in process. It was <br /> the Chair's opinion that the results would not create an obstacle to a potential project at 950 <br /> Falmouth Road, and that something would be worked out to the satisfaction of all parties. Ms. <br /> Cassidy inquired about costs and the Chair responded that the feasibility study assumed <br /> treatment at 5 mg/L. Mr. Abbott suggested that developers would likely receive more points <br /> during the evaluation process should they be able to treat below 5 mg/L. Ms. Cassidy referenced <br /> a motion made by Selectman Gottlieb at the Affordable Housing Trust meeting that the RFP <br /> process would include an assumption to meet net zero, but the Chair clarified that it had been <br /> requested that the Affordable Housing Committee look into whether net zero could be <br /> reasonably met while pursuing the RFP process. Once the Affordable Housing Committee <br /> provided a recommendation to the Affordable Housing Trust regarding net zero, another vote <br /> would be taken. Ms. Cassidy inquired further about costs and expressed concern about <br /> additional nitrogen being added to the water and the Chair agreed that all were concerned with <br /> the environmental issues, but there were also other issues that needed to be addressed. There <br /> was further discussion regarding other means to address water issues including shellfish <br /> programs and rain gardens.
