Mr. Tilton noted that the XIMR was continuing to assess solid waste issues and a <br /> possible regional effort, as well as possibly utilizing private companies to operate a facility. Mr. <br /> McNamara, Falmouth resident, suggested that it had been an enormous task previously in the <br /> 1980"s but that it had b een accompli shed. lir. McNamara recommended that before developing <br /> an 1P process for a private/public partnership it was important to identify the future goals of <br /> the UCRTS and shared ideas discussed in Falmouth that would look beyond waste, Ms. Laurent <br /> indicated that, clue to Falmouth's agreement with Bourne, half of the existing waste would be <br /> gone starting January 1, 2015, and economically, the UCRTS would not be viable accepting only <br /> Iashpee and Sandwich's waste. leis. Brazier suggested that the UCRTS Board of Managers <br /> determine the municipal needs and develop an RFP to generate possibilities. Mr. Tilton stated <br /> that the Town of Sandwich was focused on economies and reducing costs and suggested that <br /> direct haul offered the best option for Sandwich, with future consideration of improved <br /> technologies or other options. Mr. Paltz suggested that the UCRTS would need to become more <br /> regional, acceptable and accessible to increase business, but noted the challenge of access due to <br /> the Falmouth gate being utilized. 11r. Segura stated that security had become an issue since <br /> 9/11. <br /> Mr. D. Barrett discussed some of the options available at Bourne and possible future options, <br /> such as recycling, and including possible options also for the use of the UCRTS. Mr. McNamara <br /> recommended a needs assessment and consultation at the town level. Mr. Tilton confirmed that <br /> the Cape Cod Commission would first address solid waste,but would next look in to recycling. <br /> Ids. Laurent inquired whether a grant for technical assistance might be acquired through an <br /> upcoming DEP grant meeting to fund a needs assessment. Mt-. McNamara pointed out that the <br /> Cape Cod Commission could also provide funds for regional economic development. Ms. <br /> Brazier suggested that Bourne and the UCRTS should not be competing by offering different <br /> services. Mr. Cavossa stated that competition lowers prices. Mr. Cavossa inquired whether <br /> there was a means besides the RFP process ire order to generate ideas to utilize the UCRTS. Mr. <br /> D. Barrett discussed Bourne's hope to expand. <br /> Ms. Laurent recommended discussing handing possibilities with the IEP, as well as with the <br /> Cape Cod Commission. Ms. Laurent also recommended reviewing the UCRTS budget to use <br /> capital funds for an assessment. lir. Tilton stated that the towns would need to make decisions <br /> over the next few months regarding contracts and agreed with the importance of researching <br /> available funds for technical assistance. The Chair recommended that discussion regarding the <br /> future of the UCRTS should not be delayed and Ibis. Laurent pointed out that the facility would <br /> close at the end of 2014 because Falmouth signed the contract with Bourne. Mr. McNamara <br /> emphasized the need to have the towns involved with identifying the future of the UCRTS. <br /> OTHER.BUSINESS <br /> New Hauler <br /> The Chair indicated that a new hauler had requested the percentage deal for member towns, Ms. <br /> Laurent stated that Mashpee had not yet received all required information in order for the hauler <br /> to be licensed. <br /> 3 <br />
