Page 2 <br /> Board of Selectmen <br /> Minutes <br /> June 27, 1994 <br /> h <br /> Recess 6:40 p.m. Meeting Resumed 6:44 p.m. <br /> Selectman Costa present. <br /> NEW BUSINESS: <br /> Execution of Agreements for Cape Cod Commissions <br /> Planning Grants: <br /> Three Memorandum of Agreements between the Cape Cod Commission <br /> and the Town of Mashpee were submitted to the Board for approval and <br /> execution. <br /> Mr. Whritenour indicated that the Memorandums of Agreement were <br /> approved by Town Counsel. <br /> Motion made by Selectman Caffyn to approve and execute <br /> the Memorandums of Agreement between the Cape Cod Commission <br /> and the Town of Mashpee as presented. Motion seconded by <br /> Selectman Costa. VOTE: Unanimous. 4-0. <br /> OLD BUSINESS: <br /> Policy for Approval - Appointment of Constables: <br /> Mr.Whritenour presented a proposed policy for the Board's consideration <br /> relative to the Appointment of Constables. With the exception of Town <br /> employee's appointed for the purpose of posting Town business, all Constables <br /> must be residents of the Town of Mashpee. <br /> Constables shall be appointed by the Board of Selectmen for terms not to <br /> exceed three years to include a maximum of one Constable per thousand; <br /> year round population. <br /> It was noted that Town Counsel has not reviewed the proposed policy <br /> at this time. Of the eleven appointed Constables in Mashpee, three are <br /> non-residents. <br /> It was noted that the Town Clerk and Chief of Police concur with the <br /> proposed residency requirement. <br /> Motion made by Selectman Caffyn to appoint Constables <br /> who are residents of Mashpee only. No second. Motion does <br /> not carry. <br />
