s '
Page 1
Board of Selectmen
Minutes
October 24, 1994
Present: Selectman Mills, Selectman Costa, Selectman Vaccaro, Selectman Dinizio
Executive Secretary Robert Whritenour
Absent: Selectman Caffyn
Meeting Called to Order by Chairman Mills at 6:30 p.m.
David Southworth re: Willowbend Water Issues:
For disclosure, Selectman Mills indicated that she serves on the
Willowbend Children's Charity Board with Mr. David Southworth.
Selectman Vaccaro absent at this time.
Exercising the rule of necessity, Selectman Mills indicated that she will
remain for the Willowbend Water Issue discussion until Selectman Vaccaro
arrives for the purpose of maintaining a quorum.
Mr. David Southworth, Managing Director of Willowbend and Ms.Peggy
Fantozzi, Senior Environmental Scientist of R.H. Cole Associates were
present to discuss the current water issues at the Willowbend Country Club.
Ms. Fantozzi presented an irrigation well fact sheet relative to the
Willowbend well permitting history, water conservation plan components,
ongoing monitoring program, and areas of concern being actively studied
to date for the Board's review.
As noted by Ms. Fantozzi, the well was originally permitted as a drinking
water supply well with a pumping rate of 1.0 million gallons per day.
Effective August 31, 1992, the well was changed to an irrigation well
at a rate of.43 million gallons per day maximum withdrawal for 244 days.
The average daily withdrawal is .27 million gallons per day between April
through November. The permitting requires a monitoring plan to assess
the impact withdrawal on the Santuit River noted Ms. Fantozzi. A water
conservation plan is also required.
The 1993-1994 monitoring plan meets and exceeds DEP permit require-
ments indicated Ms. Fantozzi. It was noted that there is no valid data
available for the1980's to make comparison. We are currently collecting
data to make comparison with regards to this concern noted Ms. Fantozzi.
6:48 p.m. Selectman Vaccaro present,
Selectman Mills stepped down for the discussion.
With regards to the Town of Barnstable's participation, Ms.Fantozzi
j indicated that the sum of$4,000 will be used to develop statistical
comparison data to equate to the Santuit and Quashnet Rivers.
